The political report and speeches at the congress assessed: During the past term, the Party Committee of Brigade 161 thoroughly grasped the situation and tasks, actively, proactively, unitedly overcame difficulties, comprehensively deployed all aspects of work, successfully completed all assigned tasks, and had some tasks completed excellently.

Notably, the unit's leadership successfully completed the training and combat readiness tasks. They promptly advised and proposed to superiors and handled situations well, avoiding being caught off guard. Every year, the brigade organized drills and live-fire exercises with 100% success rate, absolutely safe. Party building work was seriously and effectively implemented. With the achieved results, from 2021 to now, for 4 consecutive years, the Party Committee of Brigade 161 has excellently completed its tasks. The Brigade was awarded the Emulation Flag by the Ministry of National Defense and the Navy, the title of "exemplary, typical" comprehensive strong unit; in 2024, the Brigade was awarded the Second Class Fatherland Protection Medal by the President.

Speaking at the congress, Rear Admiral Nguyen Dang Tien, Secretary of the Party Committee and Political Commissar of Naval Region 3, commended and congratulated the results and achievements of the Brigade 161 Party Committee in the past term; at the same time, requested that in the 2025-2030 term, the Brigade 161 Party Committee focus on thoroughly grasping the Resolution of the Party Congresses at all levels; building officers and soldiers with strong political will, ready to receive and complete well all assigned tasks; leading and directing the entire Brigade to comprehensively, synchronously, focusing on key aspects of work, including improving the level and combat readiness capacity, completing well the combat training task, the task of protecting sovereignty at sea.
