Closely following the guidance and direction documents of the Central and the province, the Standing Committee of the Party Committee of the Provincial Agencies and Enterprises Bloc has issued documents to lead, direct and guide grassroots Party committees and socio-political organizations at the Bloc level to organize the study, dissemination, propaganda and implementation of Conclusion No. 01 in conjunction with the implementation of the Resolutions of the Party Congresses at all levels; directives, resolutions, regulations and conclusions of the Central, the Provincial Party Committee and the Bloc, especially the Central Resolution (term XI, XII, XIII) on Party building and rectification and the political system, Regulation 37-QD/TW on things that Party members are not allowed to do, the annual working theme of the Provincial Party Committee; combined with patriotic emulation campaigns and movements of all levels, unions, agencies and units.
The Standing Committee of the Party Committee of the Bloc also requested Party committees, Party organizations, leaders of agencies, units, enterprises, socio-political organizations, and cadres, Party members, civil servants, public employees, workers, union members, and association members, especially leaders, to concretize the study and follow of Uncle Ho in work programs and plans and through specific and practical actions.
On that basis, the Party Committees and grassroots Party cells have proactively and actively developed plans, organized learning, thoroughly grasped and organized thematic activities on studying and following Ho Chi Minh's ideology, morality and lifestyle, and implemented the annual working theme of the Provincial Party Committee to ensure seriousness and timeliness.
Comrade Pham Van Luong, Deputy Secretary of the Party Cell of the Provincial Party Committee's Inspection Commission, said: " The Party Cell of the Provincial Party Committee's Inspection Commission has seriously organized thematic activities on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle in conjunction with thematic activities on implementing the annual working theme of the Provincial Party Committee under the guidance of the Party Committee of the Provincial Agencies and Enterprises.
The Party cell carefully prepared the preparation for the thematic activity; before organizing the thematic activity, the Party Committee thoroughly grasped and assigned tasks to Party members to study the content of the thematic activity; assigned Party members in Party groups to prepare speeches.
At each thematic meeting, cadres and party members focused on connecting with reality, comparing with the implementation of assigned duties and tasks. Thereby, the awareness of cadres and party members was significantly raised, demonstrated by the effectiveness of inspections and supervisions and after the inspections and supervisions, the local situation and units were stable, maintained and developed.

Through organizing political and ideological activities, it has positively impacted the awareness of each cadre and party member, contributing to the effective implementation of Conclusion No. 21-KL/TW dated October 25, 2021 of the Party Central Committee on promoting Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and party members who have degraded in political ideology, ethics, lifestyle, manifestations of "self-evolution", "self-transformation" and Regulation No. 37-QD/TW dated October 25, 2021 on what party members are not allowed to do.
Party committees at all levels in the Bloc also pay attention to leading and directing the strengthening of propaganda work on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle in many rich and diverse forms. Review, revise, supplement and issue new internal regulations, working regulations and codes of conduct for cadres, party members and workers.
Timely lead and direct cadres, party members and employees to strictly comply with discipline, administrative discipline, office culture and corporate culture; specify the responsibilities of each organization and individual in performing assigned tasks, improving ethics and public service culture.
Most cadres and party members, especially heads of Party committees, heads of agencies, units and enterprises, have raised their awareness of being exemplary through practical actions, serious self-criticism and criticism, strictly complying with the Regulations on what Party members are not allowed to do, promoting democracy, creating solidarity and unity in Party committees, Party organizations, agencies, units and enterprises; actively fighting against corruption and negativity, preventing and repelling degradation in political ideology, ethics and lifestyle, and correcting the working style and manners of cadres, Party members and workers.
The grassroots party organizations of the Party Committee of the Bloc also focus on discovering, fostering, and replicating typical models and examples in studying and following Ho Chi Minh's ideology, morality, and lifestyle. From there, they propagate, replicate, and create a spreading effect in studying and following Ho Chi Minh's ideology, morality, and lifestyle throughout the Party Committee of the Bloc. Up to now, the whole Bloc has 64 models and tasks registered and effectively implemented, in accordance with the functions and tasks of each agency, unit, and enterprise.
Comrade Pham Ngoc Minh, Secretary of Ninh Binh Telecommunications Party Committee said: "To concretize the content of learning and following Uncle Ho, the Ninh Binh Telecommunications Party Committee has directed the implementation of the model "Managing production and business according to a set of indicators". The unit has built a set of indicators related to all activities and digitization in the digital environment. Through the implementation of the model, it has created a strong and positive change in the awareness and responsibility of Party committees, Party organizations, Party members, workers, especially leaders in studying and following Ho Chi Minh's ideology, morality and style in conjunction with the annual work theme and implementing political tasks at the unit. In particular, there has been a change in awareness of moral cultivation and training; responsibility for performing work, spirit, service attitude, and responsibility to set an example of cadres, Party members and workers have been raised."
In addition, the Party Committees in the Bloc have paid attention to innovation, improvement of quality, effectiveness of research, teaching, learning, application, and creative development of Marxism-Leninism and Ho Chi Minh's thought. The Party Committees of agencies and units: Department of Education and Training, Provincial Political School, Hoa Lu University... have paid attention to leadership, direction, and serious implementation of incorporating Ho Chi Minh's thought, morality, and style into the curriculum on the basis of appropriate functions and tasks, through lectures, extracurricular programs, and related parts of training and fostering programs for cadres, party members, students, etc.
Thereby, helping cadres, party members, students deeply perceive the great contents and values of Ho Chi Minh's ideology, morality and style and relate them to their own work practices to implement, contributing to improving the quality and effectiveness of the work of cadres, party members, civil servants, public employees, workers and outstanding people at agencies, units and enterprises.
The work of praising and rewarding outstanding collectives and individuals in studying and following Ho Chi Minh's ideology, morality and style has been paid attention to and well done by Party committees at all levels in the Bloc. In 3 years, the Bloc Party Committee has had 297 collectives and 535 individuals with outstanding achievements in studying and following Uncle Ho and in performing political tasks being commended and rewarded.
Comrade Tran Van Thuan, Deputy Secretary of the Party Committee of the Bloc affirmed: "Studying and following Ho Chi Minh's ideology, morality and style has really created a pervasive influence and change in the contingent of cadres and party members in terms of exemplary responsibility, awareness and responsibility for assigned tasks; at the same time, replicating typical collectives and individuals with effective and practical models and methods. Thereby, creating an important driving force to promote the implementation of professional tasks and Party building work in agencies, units and enterprises; contributing to the completion of the goals and targets of the resolutions of Party congresses at all levels for the term 2020-2025".
