Promoting the role and strategic value of EAS
The 19th East Asia Summit (EAS) took place on the final working day of the ASEAN Summit. Prime Minister Pham Minh Chinh led a high-ranking Vietnamese delegation to attend.

At the conference, the leaders also highlighted the great potential and strengths of EAS with the convergence of many of the world's leading and dynamically developing large economies, accounting for more than half of the total population and nearly two-thirds of the global GDP.
Trade in goods between ASEAN and EAS partners is expected to reach US$1.7 trillion, with foreign direct investment (FDI) flows from EAS partners to ASEAN reaching US$124.6 billion by 2023.
The countries agreed to prioritize areas of common concern and urgency such as climate change response, disaster management, energy transition, self-reliant supply chains, maritime cooperation, healthcare, and education and training.
At the same time, exploit new growth drivers such as innovation, digital transformation, green economy and effectively implement free trade agreements, including the Regional Comprehensive Economic Partnership (RCEP).
ASEAN and EAS partners also agreed on the need to further promote the role and strategic value of EAS, adapting more effectively to rapid changes, with intertwined challenges and opportunities.
The countries also affirmed their support for ASEAN's central role in the regional structure that upholds international law, while emphasizing the important role of the EAS in promoting multilateralism and building a rules-based international order.
Pioneering action needed to effectively respond to climate change
Speaking at the conference, Prime Minister Pham Minh Chinh expected the EAS to further promote its role and strategic value as a leading forum for dialogue on strategic issues affecting peace, security and development in the region.
This is to effectively adapt to changes in the current regional and global strategic environment, promoting closer connectivity and stronger self-reliance.
In order for EAS to meet expectations, the Prime Minister emphasized that ASEAN and EAS partners need to make efforts to promote dialogue, cooperation and build strategic trust, increase commonalities, minimize disagreements, and respect differences...
ASEAN and East Asian partners also need to promote international law with ASEAN playing a central role, facilitating economic development, avoiding conflicts, for peace, cooperation, development in the region and the world, bringing prosperity and happiness to all people, leaving no one behind.
At the same time, we urge partners to continue supporting ASEAN's central role through words and practical actions.

Furthermore, he cited recent extreme climate events such as Typhoon Yagi in Southeast Asia or Typhoons Helene and Milton in the United States and said that EAS needs to take the lead in effectively responding to global challenges that affect the entire population such as population aging, resource depletion, epidemics, climate change, natural disasters, etc.
K two points of convergence, promote cooperation
Having in-depth discussions on international and regional issues such as the East Sea, the Middle East, Myanmar, the Korean Peninsula, the conflict in Ukraine, etc., the countries emphasized the importance of peace, security, and stability in the region as a prerequisite, supporting and facilitating efforts to promote inclusive growth, self-reliant development, prosperity, and sustainability today.
The partners affirmed their support for ASEAN's efforts, balanced and objective approach and common stance on these issues.
At the conference, Prime Minister Pham Minh Chinh emphasized the need to maintain peace, stability, cooperation and harmonious development of interests among relevant parties, ensuring security and safety of aviation and navigation in the East Sea.
He called on all parties to exercise restraint, limit disagreements, exploit common ground, promote cooperation, sincere, trustworthy, effective, and rule-based dialogue, fully and effectively implement the DOC, and create an environment to promote the building of a substantive, effective, and efficient COC in accordance with international law, especially the 1982 UNCLOS.
On the afternoon of October 11, Prime Minister Pham Minh Chinh and leaders of ASEAN countries attended the closing ceremony of the 44th and 45th ASEAN Summits and related summits and the handover ceremony of the ASEAN Chairmanship from Laos to Malaysia.
In his speech assuming the rotating chairmanship of ASEAN in 2025, Malaysian Prime Minister Anwar Ibrahim officially announced the theme of ASEAN Year 2025 as " Inclusivity and Sustainability " , expressing the aspiration for common prosperity, leaving no one behind.
On the evening of October 11, Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation left Vientiane for home, successfully concluding their working trip to attend the 44th and 45th ASEAN Summits and related summits.
