Effectiveness from consensus and voluntary spirit
15 years ago, the Central Committee for Mass Mobilization officially launched the emulation movement "Skilled Mass Mobilization" nationwide with Plan No. 70-KH/BDVTW dated February 26, 2009. This is a very correct policy, a practical action to concretize the teaching of President Ho Chi Minh "If mass mobilization is poor, everything will be poor, if mass mobilization is skillful, everything will be successful" and our Party's viewpoint on mass mobilization work. Since then, the emulation movement "Skilled Mass Mobilization" has been widely deployed, receiving increasing attention from Party committees, authorities, the Fatherland Front, socio-political organizations and the active response of the people of Hanoi.
From typical models, examples, good deeds, good ways of doing things, simple but bringing sustainable results. Especially, promoting the spirit of volunteerism and consensus of the People in implementing the Party's guidelines and policies, the State's policies and laws.
Implementing the plans and instructions of the Central Committee for Mass Mobilization and the direction of the Standing Committee of the City Party Committee, the City Party Committee for Mass Mobilization has proactively issued documents to deploy the emulation movement "Skilled Mass Mobilization" in each year and each period with practical and specific contents, closely following the key political tasks, difficult and complicated issues of each locality, unit and the whole city.
Accordingly, it advised the Hanoi Party Committee to issue Directive No. 12-CT/TU dated December 5, 2016 on "promoting and improving the effectiveness of the emulation movement "Skilled Mass Mobilization" in Hanoi, period 2016-2020"; Official Dispatch No. 88-CV/TU dated March 15, 2021 on "continuing to promote and improve the effectiveness of the emulation movement "Skilled Mass Mobilization" in the city, period 2021-2025".
The city has launched a writing contest about "Skillful Mass Mobilization" in 2018 and 2020; organized a "Skillful Mass Mobilization" contest in the form of dramatization in 2019 and is organizing a contest in 2024; published the book Typical "Skillful Mass Mobilization" of the Capital in 2020, "Skillful Mass Mobilization in Cultural Development, Building Elegant and Civilized Hanoians" in 2023; responded to the Press writing contest about "Skillful Mass Mobilization"... At the same time, it focuses on surveying, evaluating, praising, and replicating typical "Skillful Mass Mobilization" models in various areas of social life.
The Hanoi Party Committee has correctly identified and unified the leadership and direction viewpoints in implementing the emulation movement "Skilled mass mobilization" in conjunction with the key political tasks of each agency, locality, unit and the entire city with campaigns, national target programs, and patriotic emulation movements. Especially the "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" or the campaign "All people unite to build new rural areas and civilized urban areas", implementing democracy at the grassroots level...
The propaganda work of the emulation movement "Skillful Mass Mobilization" has been enhanced with many diverse forms. In addition to promoting propaganda and spreading typical models and examples of "Skillful Mass Mobilization" on mass media, many localities, agencies and units have deployed the movement with many diverse, practical and effective forms, such as: organizing the "Skillful Mass Mobilization" Contest, "Skillful Mass Mobilization" Festival, seminars, writing contests, publishing books on typical examples of "Skillful Mass Mobilization"... creating a widespread political movement in the area about mass mobilization work in general and the emulation movement "Skillful Mass Mobilization" in particular.
From 2010 to present, on average, each year, the whole city has more than 10,000 "Skilled Mass Mobilization" models registered to be implemented in 4 areas: Building the political system, developing the economy, culture - society, national defense - security and registered to be implemented at 3 levels: grassroots level; district, town, city party committee, party committee directly under the City Party Committee and city level. Thousands of typical "Skilled Mass Mobilization" models have been recognized, commended and replicated by Party committees and authorities from the city to the grassroots level, making positive contributions to the process of building and developing the capital.
In particular, the mass mobilization work and the emulation movement "Skillful mass mobilization" are further promoted when carrying out difficult and complicated tasks, in difficult and challenging circumstances such as natural disasters, epidemics, responding to economic crises and non-traditional security issues... Through that, the fine cultural traditions of Hanoi people have been promoted, multiplied by noble gestures and the spirit of volunteerism. Mobilizing enormous resources from the strength and consensus, support of the People, together with Party committees and authorities at all levels, successfully implementing national target programs, key tasks of the city, creating an important driving force for Hanoi to develop rapidly and sustainably.
"Skillful mass mobilization" spreads in all areas of life
With the centralized and unified direction from the city to the grassroots with a methodical and practical approach, the emulation movement "Skilled Mass Mobilization" has truly permeated and spread in all areas of social life. Many new, difficult and arising tasks at the grassroots have been resolved, contributing to promoting the strength of the great national unity bloc, consolidating trust, and strengthening the close relationship between the Party and the People.
Typically in the economic field: Many models of "Skilled Mass Mobilization" on developing production, good business, legitimate enrichment; "Skilled" mobilization to enthusiastically engage workers in production, focusing on building a friendly working environment, improving the salary regime, focusing on improving the material and spiritual life of workers... have been effectively implemented by agencies, units and enterprises. "Skilled Mass Mobilization" models in propaganda and mobilization of farmers to donate land for road construction, land consolidation, conversion of crop and livestock structure, application of advanced science and technology in agricultural production, improvement of farmers' lives in rural areas... have helped propagate and mobilize people to effectively implement the targets of building new rural areas, advanced new rural areas and exemplary rural areas; continue to maintain and improve the quality of new rural criteria for communes that have achieved them.
The city has completed the goal of building new rural areas with all 382/382 communes meeting new rural standards, 188 communes meeting advanced new rural standards and 76 communes meeting model new rural standards. 7/17 districts have basically completed the criteria of advanced new rural districts. Although there are still many difficulties due to the negative impact of natural disasters, epidemics, economic recession, etc., the life of the people of the capital has been basically improved, the "Smart Mass Mobilization" models in economic development have increasingly gone into depth, attracting many cadres, party members, association members and people to participate and spread.
In the field of culture and society: focusing on 3 areas (education, health, promoting the value of historical, cultural and revolutionary relics). Notable are the models of mobilizing socialization to build libraries, participate in the work of promoting learning and talents, building cultural, social and sports institutions; urban beautification, removing black spots from garbage dumps and turning them into flower gardens; giving health insurance cards to poor households, helping drug addicts reintegrate into the community...
The model of “Smart Mass Mobilization” in mobilizing people in districts, towns and cities to practice civilized lifestyles in weddings, funerals and festivals has been actively implemented by Party committees, authorities, the Fatherland Front and socio-political organizations, creating clear changes. Accordingly, more and more weddings are being held according to the new lifestyle, held at cultural houses, held tea parties, announced the good news, no lavish meals, lasting for many days, and no smoking in weddings.
In funerals, most villages and hamlets have established funeral organizing committees to unify procedures and rituals suitable to local conditions, low cost, showing concern and mutual assistance in the community. Bad customs in funerals (rolling on the road, hired mourners, gambling...) are almost gone. Localities actively promote and mobilize people to practice cremation at a very high rate, more than 80%, 90%, some villages and residential groups reach 100%.
Models of mobilizing followers and religious dignitaries to be frugal in organizing religious ceremonies, mobilizing members and people not to participate in illegal religious activities, the model of "Catholics without drug addicts and social evils"... have been effective, contributing to maintaining security and order in the city. The movement of "Smart mass mobilization" for ethnic minorities, especially for those living in mountainous communes in Ba Vi, Thach That, Quoc Oai, My Duc, Chuong My districts focuses on understanding the thoughts and aspirations, regularly caring for the material and spiritual life of ethnic minorities, preserving and promoting traditional cultural identity; supporting loans for ethnic minority households to escape poverty and become rich.
In the field of security and defense: Many models of "Smart Civil Affairs" to maintain political security and social order and safety have been effectively implemented, such as the "Smart Civil Affairs" model in mobilizing people to install security cameras, contributing to the fight against crime and maintaining social order and safety. The model of "Handbook for preventing and combating crime and law violations"; the model of "Residential areas without crime, social evils and drug crimes", "Self-managed security in clans", "Self-managed security in religious families", "Safe school gates"... have been effectively implemented by units. The military forces have built many effective "Smart Civil Affairs" models, typically the model of "Outdoor training combined with civil affairs" of the Capital Command...
In the field of Party building and political system: Many models of "Skilled Mass Mobilization" in building a modern "one-stop" department, raising awareness, responsibility, and quality of service to the People of the team of cadres, civil servants, and public employees have been effectively implemented by districts, towns, and cities. Many models of "Skilled Mass Mobilization" in reforming administrative procedures, creating convenience for people and businesses, helping to save time and costs. The model of "Skilled Mass Mobilization" in resolving conflicts and disputes right from the grassroots level, contributing to limiting the occurrence of complicated incidents in the community...
In particular, the Hanoi Party Committee has directed the development of mechanisms to enhance dialogue, receive feedback, actively resolve legitimate recommendations from the people, and rely on the people to build the Party and the political system. Every year, the Party secretaries, People's Council chairmen, and People's Committee chairmen from the city to communes, wards, and towns organize direct dialogue conferences with cadres, union members, union members, and people. Accordingly, tens of thousands of opinions at the conferences have been received and resolved promptly, contributing to stabilizing the situation from the grassroots level, reducing mass complaints and denunciations, and contributing valuable opinions to the Party committees and authorities in building and developing the locality, the capital, and the country.
Some typical examples of the effectiveness of the emulation movement "Skilled Mass Mobilization" include: In the work of preventing and fighting the Covid-19 epidemic, the Capital's mass mobilization system has mobilized hundreds of thousands of cadres, union members, and members of socio-political organizations to participate in more than 26,000 "Community Covid-19 Teams" in 579 communes, wards, and towns to mobilize people to carry out the "dual goal" of both effectively preventing and fighting the epidemic and developing the economy - society, ensuring social security, protecting the peaceful capital, and protecting the health and lives of the people.
In implementing key projects, especially the Ring Road 4 project - Capital Region, the mass mobilization work has been proactive, active, and early, with many effective and creative ways. Within 1 year, over 90% of the area to be recovered has been cleared, contributing to the project's on-schedule commencement. Most recently, in responding to and overcoming the consequences of storm No. 3 (Yagi) which severely affected a number of northern provinces and cities, including Hanoi, mass mobilization cadres and mass mobilization teams have played a key role in propagating, mobilizing, and helping people prevent and combat floods, especially in moving fallen trees, cleaning the environment, preventing epidemics, and evacuating people and property from dangerous areas... The close relationship between Party committees, Party organizations, the government and the people has been further consolidated and strengthened through difficulties and challenges; An atmosphere of solidarity, attachment and sharing pervades the entire city with high determination and belief in overcoming all difficulties and challenges.

In 2024, implementing the direction of the Hanoi Party Committee, the City Party Committee's Mass Mobilization Committee issued Plan No. 48-KH/BDVTU on organizing the "Skilled Mass Mobilization" Contest, identifying this as a key activity of the Capital's Mass Mobilization sector to celebrate the 75th anniversary of President Ho Chi Minh writing the article "Mass Mobilization" (October 15, 1949 - October 15, 2024), the 94th anniversary of the Party's Mass Mobilization Day (October 15, 1930 - October 15, 2024), the 25th anniversary of "Mass Mobilization Day of the whole country" (October 15, 1999 - October 15, 2024), especially the 70th anniversary of the Capital Liberation Day (October 10, 1954 - October 10, 2024), a historical milestone of special significance to the Capital and the whole country.
A new point in organizing the "Skillful Mass Mobilization" Contest in Hanoi City in 2024, the City Party Committee's Mass Mobilization Committee has issued a plan and a system of documents early so that localities, agencies and units can proactively deploy from villages and residential groups. The organization of the Contest is carried out methodically and scientifically, thereby arousing the spirit of enthusiasm, passion and fierce competition among localities, agencies and units. Based on the plan of the City Party Committee's Mass Mobilization Committee, localities, agencies and units have organized hundreds of contests from the grassroots level, through preliminary and final rounds at their level to select the most excellent and representative teams to participate in the City-level contest.
As a result, 35 excellent teams representing localities, agencies and units across the city participated in the City-level Competition. The City Party Committee's Mass Mobilization Committee organized the preliminary round at 6 competition clusters, corresponding to 6 competition clusters of the Capital's Mass Mobilization system. Through exciting and attractive rounds, the teams brought to the stage "Skillful Mass Mobilization" models that were successfully implemented from the reality in localities, agencies and units.
At the same time, share good practices and valuable experiences in performing the tasks of mass mobilization and mobilizing the people to join hands and wholeheartedly carry out the tasks of the locality, agency, unit and the city. Demonstrate the spirit of solidarity, responsibility, courage and intelligence of the capital's mass mobilization cadres. Through 6 preliminary rounds, the Organizing Committee of the Contest has selected 6 excellent and most typical teams to participate in the final round of the "Skillful Mass Mobilization" Contest at the city level.
The 2024 "Skilled Mass Mobilization" Contest continues to be a notable highlight of the Capital's mass mobilization work. It is an opportunity to propagate and disseminate the Party's guidelines and policies, the State's policies and laws. Raising awareness among cadres, party members, union members, association members and people of all walks of life. Further affirming the position and role of mass mobilization work; contributing to spreading and replicating good practices and effective "Skilled Mass Mobilization" models. In particular, the Contest has become a widespread political activity in the entire City Party Committee on mass mobilization work in particular, Party building and the political system in general; a festival for those working in mass mobilization work in the Capital.
In the coming time, closely following the key political tasks of the Capital and each agency, locality, and unit, the emulation movement "Skillful Mass Mobilization" at the Hanoi Party Committee will continue to be widely deployed in all areas of social life, identified as a key and regular task in mass mobilization work. Especially for complex emerging issues, new and difficult tasks, it will be deployed synchronously, early, from the beginning, with the participation and close coordination of the entire political system.
Along with building new models and examples of "Skillful Mass Mobilization", Hanoi continues to pay attention to maintaining the effectiveness, replicating and promoting existing models and examples. Strengthening propaganda on the effective implementation of "Skillful Mass Mobilization" models and examples in diverse, close and suitable forms for each target group. Applying information technology and modern forms of communication to increase propaganda effectiveness, spreading exemplary models and examples of "Skillful Mass Mobilization". Timely surveying, evaluating and rewarding effective "Skillful Mass Mobilization" models and examples, thereby encouraging and motivating the active participation of cadres, party members, union members, association members and people of all walks of life in the "Skillful Mass Mobilization" emulation movement.
