According to a representative of the Da Nang City People's Council, about 2,500 people in three dilapidated apartment buildings in the area are living in fear and anxiety, not knowing when the concrete will fall.
Level C apartment, not yet in need of emergency evacuation?
On the afternoon of December 12, at the 21st session of the 10th term of the Da Nang City People's Council, 2021-2026, Mr. Phung Phu Phong, Director of the Department of Construction of Da Nang City, answered questions about 3 degraded apartment buildings in the city (Thuan Phuoc apartment building, Lam Dac San Hoa Cuong apartment building (Hai Chau district) and Hoa Minh apartment building (Lien Chieu district).

According to Mr. Phong, in 2022, the Department of Construction will inspect the quality and determine that these apartments are of level C.
For level C, there is no urgent need to relocate. However, the Department of Construction has consulted and the City People's Committee has agreed to relocate 3 degraded apartment buildings.
Hai Chau and Lien Chieu districts have established a site clearance council and are consulting with units to complete the compensation and relocation support plan, and submit it to the City People's Committee for approval.
Mr. Phong added that the Housing Management Center has conducted a survey and collected opinions from residents living in these 3 apartment buildings, and 2 options have been proposed.
Accordingly, option 1 is to continue renting social housing apartments and there are 196 households wishing to rent.
Option 2 is to buy social housing in another project. Choose 1 of the 4 projects that the city invests in. There are 294 households wishing to buy social housing apartments.
According to Mr. Phong, when households are not able to buy, they will continue to arrange temporary rentals at apartment buildings in the city.
The apartment has expired for 3 years.
After the Director of the Department of Construction answered the question, delegate Luong Cong Tuan, Head of the Legal Committee of the Da Nang City People's Council, said that the apartment buildings were rated level C, but in reality, about 2,500 people here live in a state of anxiety, not knowing when the concrete will fall, and when it rains, they have to hang tarps over their heads so that rainwater can flow into the toilet in order to live.
According to Mr. Tuan, in 2017, the People's Committee of Da Nang City issued an official dispatch regarding these apartment buildings, the main official dispatch was advised by the Department of Construction, stating that these apartment buildings would expire in 2021.
“Thus, the residents have been living in this apartment building for 3 years now. The Department of Construction in 2017 is not the same as the Department of Construction in 2024. I would like to ask you to let me know when these households will be relocated and commit to a specific time, because we do not know what will happen,” said Mr. Tuan.
According to Mr. Tuan, people are wondering where they will stay temporarily when they are relocated. Mr. Tuan suggested that the Department of Construction inform people so they can feel secure and cooperate when relocating.
Regarding the investment plan, Mr. Tuan raised the issue of public investment or socialization. If following the socialization plan, businesses will come in.
"The households here are poor and near-poor, now they have to buy from businesses, so where does the money come from?", Mr. Tuan asked.
According to this person, the provisions of the Housing Law and the Decree guiding its implementation are that the State is responsible for public investment so that people have money to buy, and if they don't have money, they can still rent from the State," Mr. Tuan said and suggested that the Department of Construction re-study the plan related to these apartments.
Mr. Le Trung Chinh, Chairman of the People's Committee of Da Nang City, said that the People's Committee has a specific plan for degraded apartment buildings, but the implementation process is behind schedule.
According to Mr. Chinh, to sell apartments in a commercial style, investors are needed. Currently, there are investors who set the price of selling apartments in a commercial style. After Tet, a unit will start selling at a price of more than 6 million VND/m2.
Some people want to buy this, the list is specific, after Tet will buy it.
As for the households renting apartments, some are located in the area, some are located in other areas. However, people also want to live in that area, so the city has come up with a plan.
"The district's land clearance board is reviewing. In case people find themselves moving far away, the city will compensate them like GPMB. Specifically, they will support money for people to rent on the spot. Later, when they collect vacant apartments, they will arrange them to come over," said Mr. Chinh.
Mr. Chinh also requested the District Land Acquisition and Clearance Board to speed up the compensation process. In case people want to leave early and have not received compensation, the city is ready to arrange it, because people's lives are paramount.
