At the time Trizzie Phuong Trinh posted pictures and clips of singer Dam Vinh Hung singing in the US on November 3 (US time), Dam Vinh Hung was still in the process of carrying out the decision to suspend activities for 9 months.
Trizzie Phuong Trinh wrote: "The audience was surprised and delighted when Hung went on stage to sing nearly 20 songs, from hits to bolero and New Wave music.

Dam Vinh Hung suspended from performing for 9 months
In July 2024, the singer Dam Vinh Hung was administratively punished with a fine of 27.5 million VND, and at the same time applying an additional penalty of suspending performing activities for 9 months according to the provisions of Point b, Clause 9, Article 11 of Decree No. 38/2021/ND-CP dated March 29, 2021 of the Government.
The decision stated that singer Dam Vinh Hung committed the following administrative violation: "Performing art using costumes, words, sounds, images, movements, means of expression, and forms of performance that are contrary to the nation's traditions and customs; negatively affecting morality, public health, and social psychology."
Specifically, singer Dam Vinh Hung performed the following acts: Sea of Love, People on the Street, If Life Without You, Legend of a Rainy Afternoon Using costumes and having accessories attached to the chest to perform in front of an audience is a violation according to the conclusion of the art council of the Department of Culture and Sports of Ho Chi Minh City on June 12, 2024.
Regarding the question of whether Dam Vinh Hung is banned from performing abroad, a representative of the Department of Culture and Sports of Ho Chi Minh City once informed: "Pursuant to Point a, Clause 1, Article 2, Decree No. 38/2021/ND-CP dated March 29, 2021 of the Government stipulating the applicable subjects are "Vietnamese organizations and individuals committing administrative violations in the field of culture and advertising in Vietnam and abroad". Accordingly, Mr. Huynh Minh Hung is an individual and Vietnamese citizen who commits administrative violations in the fields of culture and advertising in Vietnam and abroad and will be handled according to regulations. Pursuant to Point a, Clause 2, Article 1, Decree No. 144/2020/ND-CP dated December 14, 2020 regulating performing arts activities applicable to "Vietnamese organizations and individuals performing arts activities in Vietnam and from Vietnam to foreign countries". Therefore, performing activities according to Decree No. 144/2020/ND-CP are regulated in Vietnam's territory and Vietnamese regulations that organizations and individuals must comply with before going abroad. |
