
Promote streamlining and restructuring of staff
The proposal for the Provincial People's Council to consider issuing support policies to encourage leaders and managers at the provincial, district and communal levels who are still working for less than one term (5 years) to retire early, or wait until they are old enough to retire, in order to serve the personnel work of Party congresses at all levels for the 2025-2030 term, the election of People's Council delegates at all levels for the 2026-2031 term, the congresses of the Vietnam Fatherland Front and socio-political organizations.
Assessing the impact of the policy, according to the drafting agency - the Department of Home Affairs, on June 14, 2024, the Politburo issued Directive No. 35 on Party Congresses at all levels for the 2025 - 2030 term, towards the 14th National Party Congress.
Accordingly, the regulations on the age of first-time participation and re-election of Party committees clearly state: Comrades participating in Party committees, government, Fatherland Front and socio-political organizations for the first time must have at least one full term of service or more.
Comrades nominated for re-election to the Party Committee must have at least half of their term (30 months) remaining in office. Cadres re-elected to the Party Committee may be re-elected to leadership positions in the government, the Fatherland Front, and socio-political organizations, but must have at least 18 months of remaining in office (the age calculation time is the time when the Party Congress at each level begins, the time of election or congress of each organization according to regulations).
In fact, the number of cadres who, by the time of the Party Congress at each level and the election of People's Council delegates at all levels, do not meet the age requirements for restructuring to continue participating in Party committees and electing People's Council delegates at all levels is quite large.
In addition, the additional support policy for officials who are not eligible for re-election or reappointment according to the provisions of Decree No. 26/2015 of the Government is low and inadequate.
The development and promulgation of additional support policies for leaders and managers who are not eligible for re-election or reappointment aims to create favorable conditions for personnel work before the Party Congress and the election of People's Council delegates at all levels for the new term.
At the same time, it contributes to promoting streamlining of staff and restructuring of the staff in accordance with Resolution No. 39, dated April 17, 2015 of the Politburo.
According to Ms. Tran Thi Kim Hoa - Director of the Department of Home Affairs, the implementation of personnel arrangements for Party congresses at all levels and the election of People's Council delegates at all levels for the upcoming term is carried out in many different ways and solutions.
In particular, along with ideological work, mobilization... building and promulgating policies to provide additional support for civil servants who do not meet the age requirements for re-election, reappointment of early retirement, and streamlining of staff are key solutions, serving as a driving force to promote the achievement of the set goals of personnel work.
Support 50-70% of subsidy level
To ensure the principles, especially the level of support appropriate to local budget conditions and encouragement, the Provincial People's Committee assigned the Department of Home Affairs to survey policy beneficiaries.
Including: leaders who are not eligible for re-election or re-appointment to positions and titles according to their terms in agencies of the Communist Party of Vietnam, the State, and socio-political organizations; secretaries and deputy secretaries of commune-level Party committees (with less than 30 months of working age).
On that basis, in the submission, the Provincial People's Committee proposed a total support of more than 16.6 billion VND for 57 cases of officials under the management of the Provincial Party Committee Standing Committee, members of the Standing Committee of the district-level Party Committee, vice chairmen of the People's Council, vice chairmen of the district-level People's Committee; and 40 secretaries and deputy secretaries of the commune-level Party Committees.
The report also clearly states that the subjects not subject to this policy are those who have received a retirement notice from a competent authority before the effective date of the resolution.
Cases not subject to Decree No. 26 dated March 9, 2015 of the Government, Instruction No. 27 dated December 20, 2019 of the Central Organizing Committee and Decree No. 29 dated June 3, 2023 of the Government.
Analyzing the support policy, according to the Provincial People's Committee, for those who retire before the retirement age according to Decree No. 26/2015 of the Government, in addition to the prescribed support fund, when retiring, cadres will receive an additional one-time support equal to 50% of the subsidy level according to the provisions of this Decree.
Those who stop working and wait to reach retirement age will receive an additional one-time support equal to 50% of the subsidy level according to the calculation method for early retirement benefits prescribed in Decree No. 26.
Meanwhile, for those who retire before the age prescribed in Decree No. 29/2023 of the Government, in addition to the prescribed support fund, when retiring, cadres will receive an additional one-time support equal to 70% of the subsidy prescribed in this Decree.
In case of early retirement according to the provisions of Decree No. 29 but not eligible for the subsidy regime according to the provisions of this Decree (retiring 6-12 months before the Party Congress at all levels), an additional one-time support equal to 70% of the subsidy level according to the calculation method for early retirement allowance regime prescribed in Decree No. 29 will be provided.
Ms. Tran Thi Kim Hoa said that through the policy, it creates motivation for civil servants and public employees to voluntarily retire before the age, to retire from streamlining the payroll. Thereby, it contributes to facilitating personnel work to serve Party congresses at all levels, election of People's Council delegates at all levels to ensure compliance with regulations on age structure, election, appointment...
