The plan clearly identifies key tasks and solutions, emphasizing the need for comprehensive innovation, improving the quality and effectiveness of emulation and reward work, in accordance with the characteristics and practical conditions of Hue city. At the same time, it promotes the role and responsibility of leaders in directing and organizing emulation movements at each level and each sector.

The City Party Committee requires organizing emulation movements in conjunction with key tasks and economic and social development programs, ensuring that the movement's content is practical and effective, avoiding formality. The movements need to be deployed extensively and comprehensively in all areas of social life, covering all classes of people, economic sectors, agencies, organizations and units; in which, taking the People as the center, the subject of the emulation movement. The emulation criteria must be specific, clear, easy to remember, easy to implement and monitor.

Focus on discovering, nurturing, summarizing and replicating advanced examples, good models, creative and effective ways of doing things. Rewarding work must ensure accuracy, timeliness, publicity, transparency, right person, right job; giving priority to rewarding direct workers at the grassroots level. Thereby, creating motivation to encourage and motivate the spirit of responsibility, innovation, creativity and dedication throughout society.

Another important content is to promote propaganda work to raise awareness and responsibility of cadres, party members and people of all walks of life about the role and significance of emulation and rewards.
