The Office of the People's Committee of Bac Ninh province has just issued a document notifying the direction of the Chairman of the Provincial People's Committee on the recruitment and management of preschool and general education teacher quotas.

Accordingly, the Department of Education and Training, the Department of Home Affairs, and the People's Committees of districts, towns, and cities must urgently recruit teachers and ensure that the number of positions assigned is sufficient; not allowing the work of streamlining and streamlining the apparatus to affect the recruitment of teachers. Continue to review and transfer teachers from places with surplus to places with shortage; specifically determine the number and structure of teachers lacking for each school year, each level, and subject.

The Chairman of Bac Ninh province also requested relevant units to review and rearrange educational facilities; reduce schools based on the principle of convenience for people and suitability with local conditions.

Develop mechanisms and policies to encourage organizations and individuals to establish non-public educational institutions and participate in the socialization of education to reduce the number of people receiving salaries from the state budget.

The Department of Education and Training compiles statistics and synthesizes the need to supplement teacher staff for the 2030-2031 school year, and reports to the Chairman of the Provincial People's Committee and the Ministry of Education and Training.

Previously, the Minister of Education and Training also sent an official dispatch to the provincial People's Committee on ensuring the maintenance and improvement of the quality and efficiency of public educational institutions in administrative units when implementing the two-level local government model.

The Ministry of Education and Training requests that the provincial People's Committee only review and identify the state management contents of education at the district level that are being implemented to adjust and transfer to the provincial level (Department of Education and Training) or the commune People's Committee for management.

"Ensure strong decentralization but not laxity; do not omit, interrupt, or divide the content of professional management of education, and ensure the conditions for ensuring education quality in the national education system," the document stated.
