Ensuring policies and regimes for early retirement of officials, civil servants and public employees

Last week, ministries, ministerial-level agencies, and government agencies submitted plans to streamline their apparatus; at the same time, issued policies to ensure the rights of cadres, civil servants, public employees, and workers.

Last week, ministries, ministerial-level agencies, and government agencies submitted plans to reorganize and streamline their apparatus to implement Resolution No. 18; and at the same time, issued policies to ensure the legitimate rights and interests of cadres, civil servants, public employees, and workers.

Regime and policy for officials, civil servants and public employees on leave

The Government has issued Decree No. 178/2024/ND-CP dated December 31, 2024 on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system. The Decree takes effect from January 1, 2025.

This Decree stipulates policies and regimes, including: Policies for people who retire (retire and resign); policies for people who cease to hold leadership or management positions or are elected or appointed to lower leadership or management positions; policies for increasing business trips to the grassroots level; policies for promoting people with outstanding qualities and abilities; policies for training and fostering to improve the qualifications of cadres, civil servants and public employees after reorganization; responsibilities for implementing policies and regimes for cadres, civil servants, public employees and workers in agencies, organizations and units of the Party, State, Vietnam Fatherland Front, socio-political organizations from central to district levels; commune-level cadres and civil servants; armed forces (including the People's Army, People's Public Security and cryptography) in the process of reorganizing the apparatus and administrative units at all levels of the political system.

The Government requires each agency and unit to conduct a comprehensive review and assessment of cadres, civil servants, public employees and workers in an impartial and objective manner based on the assessment of their qualities, capacities, performance results and level of task completion according to job position requirements.

"On that basis, the arrangement and streamlining of staff and implementation of policies and regimes for cadres, civil servants, public employees and workers will be carried out," the decree clearly states. A subject eligible for many policies and regimes stipulated in different documents will only be entitled to the highest policy and regime.

Ministries, departments, and branches at the central level and agencies, organizations, and units at the provincial level must send about 5% of their staff, civil servants, and public employees on their payroll to work at the grassroots level. One of the issues of concern regarding the regimes and policies for retired cadres, civil servants, and public employees is also stipulated in the Decree. Accordingly, those who retire before the age of retirement when the apparatus is streamlined may enjoy three support regimes including: one-time retirement allowance for early retirement; receive pension without deduction of salary; and be considered for rewards even if they have not served enough time.

Chairing the seventh meeting of the Government Steering Committee on the summary of Resolution 18 on the morning of January 2, Prime Minister Pham Minh Chinh requested ministries to report to competent authorities on the plan to streamline units, listen to opinions from many sides, "what is ripe, clear, proven to be correct in practice, effectively implemented, and agreed by the majority," complete the plan, and report to competent authorities for decision. The issue of "not ripe, unclear, and still having different opinions" should be proposed for early study of the next step.

The Prime Minister assigned the agencies to promptly submit to the Government a decree on public assets to have a basis for handling this issue when arranging. The Government leader also requested to summarize the models, methods of governance and management of corporations, general companies, and state-owned enterprises with good experience and effective methods to choose the optimal solution.

According to the report, up to now, all ministries, ministerial-level agencies, and government agencies have submitted plans to reorganize and streamline their apparatus and reported on the implementation of Resolution No. 18 as requested by the Central Steering Committee and the Government Steering Committee.

The Government Steering Committee issued a document guiding the People's Committees of provinces and centrally-run cities to organize and arrange the apparatus of the local political system to basically ensure progress and requirements.

Last week, many localities also issued documents on overall plans to reorganize and streamline the political system's apparatus, such as Lao Cai, Dak Lak, An Giang, Hoa Binh, Quang Ngai...

Many provinces and cities reorganize press agencies

Many provinces have also had plans to reorganize their affiliated press agencies in a streamlined manner. According to Hai Phong City’s plan, the locality will merge Hai Phong Radio and Television Station and Hai Phong Newspaper, establishing the Hai Phong City Press and Communications Center. This agency is a public service unit under the Hai Phong City Party Committee.

Meanwhile, Cao Bang province plans to merge Cao Bang Newspaper with Cao Bang Radio and Television Station and take over the tasks of Cao Bang Provincial Information Center. After the merger, it is expected to change its name to Cao Bang Press and Communication Center, under the Cao Bang Provincial People's Committee. Regarding functions and tasks, the new agency will take over the original functions and tasks of the newspaper and radio station before the merger, and take over the additional tasks of the Information Center. Some departments of newspapers and radio stations with the same functions will be streamlined and rearranged accordingly.

Lang Son province plans to maintain the operation of press agencies including Lang Son Newspaper under the Lang Son Provincial Party Committee, Lang Son Radio and Television Station under the Lang Son Provincial People's Committee; Lang Son Electronic Information Portal under the Office of the Provincial People's Committee. The province plans to merge the Provincial Journalists Association and the Provincial Literature and Arts Association, including the Lang Van Nghe Magazine.

In the reorganization plan, Bac Kan province plans to keep the province's press and media agencies, including Bac Kan Newspaper, Bac Kan Radio and Television Station, Ba Be Literature and Arts Magazine, and the provincial electronic information portal under the Provincial People's Committee Office. Bac Kan provincial leaders said that the locality will study and reorganize the province's press agencies in the coming time.

Particularly in Quang Ninh province, the locality has been merging the province's press and media agencies since 2019. The Quang Ninh Provincial Media Center officially came into operation on January 1, 2019 on the basis of merging 4 agencies including Quang Ninh Newspaper, Quang Ninh Radio and Television Station, General Electronic Information Portal under the Office of the Quang Ninh Provincial People's Committee and Ha Long Newspaper under the Quang Ninh Provincial Literature and Arts Association./.
