Accordingly, the implementation of the plan aims to ensure food safety for agricultural, forestry and fishery products; improve quality and increase product value through building and developing agricultural product brands, enhancing preliminary processing and processing activities; develop sustainable supply chains, increase consumption in the domestic market, expand export markets, improve the competitiveness of agricultural, forestry and fishery products of Hoa Binh province; aiming at the goal of developing a modern, effective and sustainable agricultural sector.
The specific objectives are: 100% of documents of the Government, ministries and central branches on quality management, processing and market development are updated and implemented promptly. Over 85% of officials in charge of quality management, food safety, processing and market development of agricultural, forestry and fishery products at all levels are trained and updated annually on professional expertise. The rate of agricultural, forestry and fishery production and business establishments assessed and certified to meet food safety conditions according to regulations reaches over 99%. 100% of agricultural, forestry and fishery production and business establishments not subject to the issuance of a Certificate of food safety eligibility sign a commitment to produce and trade safe food. The rate of agricultural, forestry and fishery food samples monitored in production areas in the province violating food safety regulations will decrease by 10%/year (compared to 2024).
Continue to maintain areas of cultivation, aquaculture and livestock facilities that have been certified for good agricultural practices (GAP), organic; codes for growing areas and packaging facilities; support for 10 newly certified facilities. Continue to maintain effective chains, develop 10 new chains of production, supply and consumption of agricultural, forestry and aquatic products. Strengthen trade promotion activities, connect agricultural product consumption, especially foreign markets.
The key tasks set forth by the Provincial People's Committee are: (1) Timely implement resolutions, directives, programs and plans on quality assurance, food safety, processing and market development of the Government, relevant ministries, departments and branches. (2) Synchronously and effectively implement propaganda, dissemination of legal policies, information and communication on quality, food safety, increased processing and market development. (3) Digital transformation and application of information technology in quality assurance, food safety, processing and market development. (4) Implement quality assurance, food safety, increased processing and market development. (5) Proactively inspect, check, post-check, supervise, promptly detect and strictly handle violations of regulations on quality and food safety in production, processing, preservation and trading of agricultural, forestry and fishery products. (6) Strengthen domestic and foreign trade promotion activities; Search, exploit, promote the development of domestic consumption markets and continue to export some new products. Improve the capacity of product brand management; promote the use of traceability stamps and product packaging. Strengthen the issuance and management of growing area codes and packaging facility codes.
