Ensuring conditions for starting construction of the North-South high-speed railway

The Government has just issued Resolution No. 106/NQ-CP dated April 23, 2025 on the implementation plan of Resolution No. 172/2024/QH15 dated November 30, 2024 of the National Assembly on the investment policy of the North-South high-speed railway project.

Implement construction, purchase, and installation of equipment, basically complete the Project and put it into operation from 2035 according to Resolution No. 172/2024/QH15 of the National Assembly.

According to the Resolution, the requirement is to closely follow the project investment policy approved by the National Assembly to organize the implementation to ensure the goal and scale of the construction of the high-speed railway line on the North-South axis with a total length of about 1,541 km, a design speed of 350 km/h, a load capacity of 22.5 tons/axle; 23 passenger stations, 05 cargo stations; invest in vehicles and equipment to transport passengers, meet the dual-use requirements for national defense and security, and be able to transport goods when necessary.

The North-South high-speed railway project is a national important project, large-scale, requiring high and modern technology and techniques, with a very urgent implementation progress, implemented for the first time in Vietnam; The National Assembly has allowed the project to apply many specific and special mechanisms and policies for implementation. In order to organize the implementation of the project to meet the required quality and progress, in addition to regular tasks, the Government assigns ministries, ministerial-level agencies, and People's Committees of provinces and centrally-run cities to organize the implementation of the following tasks:

Develop and promulgate legal documents

The development and promulgation of legal documents detailing the content, order, procedures, and authority to implement specific and special mechanisms and policies of the Project permitted by the National Assembly to be applied in Article 3 of Resolution No. 172/2024/QH15 is carried out as follows:

Develop and promulgate Government Decrees including:

(i) The Decree stipulates the contents and requirements for surveying, establishing the overall technical design (FEED design) to replace the basic design in the project feasibility study report and the design steps implemented after the FEED design, establishing and managing construction investment costs of projects applying the FEED design; providing guidance on the obligations and powers of the parties participating in the implementation of the contract in the form of an EPC contract (investor, EPC contractor/general contractor, supervision consultant, etc.); detailed regulations and guidance on planning, adjusting zoning plans, and detailed planning of areas adjacent to high-speed railway stations.

(ii) Decree stipulating criteria for selecting state-owned organizations and enterprises assigned tasks or Vietnamese organizations and enterprises ordered to provide railway industrial goods and services.

(iii) Decree guiding the implementation of railway science and technology development work and detailing the research, application and technology transfer for railway projects.

(iv) Decree guiding the temporary use and return of forests for the construction of temporary works serving railway projects.

In addition, develop and issue a Decision of the Prime Minister regulating the list of railway industrial services and goods assigned to state-owned organizations and enterprises or ordered by Vietnamese organizations and enterprises.

Railway industry development and human resource training

According to the Plan, develop a Project on railway industry development to 2035, with a vision to 2045, and submit it to the Prime Minister for approval, clearly defining the current situation, goals, tasks, and implementation solutions to ensure compliance with the orientation and roadmap for railway industry development submitted to the Politburo and clearly defining the railway industry sectors that need to be developed, with specific roadmaps for each sector such as: construction; vehicles; specialized materials and supplies; electromechanics; information and signaling systems; supporting industries...

Develop a project for training and developing human resources for the railway sector and submit it to the Prime Minister for approval to implement training activities according to the plan. The content of the project must identify the training needs of the subjects participating in construction, management, operation, exploitation and maintenance, including: State management agencies; Project management agencies and units; Investment and construction implementing agencies and units; management, operation, exploitation and maintenance of high-speed railways and other subjects with training needs.

Strengthen the specialized Project Management Board to organize and manage the Project. Restructure the Vietnam Railway Corporation to coordinate and participate in the Project implementation process right from the investment preparation stage, the implementation process and the reception, management, exploitation, operation and maintenance of infrastructure after the Project is completed.

Construction to begin before December 31, 2026

Regarding the implementation of the Project, the Resolution clearly states that the Ministry of Construction is the managing agency, coordinating with relevant ministries, branches and localities, organizing the preparation and submission to the Prime Minister for approval of the Project and organizing the implementation to meet the required progress. The specific tasks of ministries, branches and localities and the completion time of related tasks are implemented according to Appendix I of this Resolution.

The overall expected progress of the Project's work is according to Appendix II of this Resolution, in which the milestones for the implementation of some main tasks and works are as follows:

(i) Organize the selection of consulting contractors to conduct the survey, prepare the Feasibility Study Report and perform related work, and submit the Feasibility Study Report to the Prime Minister in August 2026.

(ii) The State Appraisal Council shall appraise and submit to the Prime Minister for approval of the Project Feasibility Study Report in September 2026.

(iii) Localities and Vietnam Electricity Group shall carry out compensation, support, resettlement, and relocation of power lines affected by the Project, basically completing before December 2026 to hand over the site to the construction contractor.

(iv) Organize the selection of contractors for the project implementation phase, sign contracts and ensure conditions for construction commencement before December 31, 2026;

(v) Implement construction, purchase, and installation of equipment, basically complete the Project and put it into operation from 2035 according to Resolution No. 172/2024/QH15 of the National Assembly.

Organizing auctions of land funds in the vicinity of railway stations for urban development

Regarding the urban development model following the orientation of public transport development (TOD) at high-speed railway stations, based on the location plan of high-speed railway stations in the area, localities proactively coordinate with the Ministry of Construction to urgently review and adjust the planning of the area surrounding the railway station, adjust the planning indicators, architecture, technical infrastructure, social infrastructure (if necessary) to implement the project to exploit land fund according to the TOD model.

Localities organize the establishment and approval of land exploitation projects according to the TOD model at high-speed railway stations.

Arrange local budget capital to implement independent public investment projects to carry out compensation, support, and resettlement according to the planning of the area surrounding the railway station to create auctioned land funds for urban development according to the provisions of law.

Organize auctions of land funds in the vicinity of railway stations for urban development according to the provisions of law to create budget sources for local and central government reinvestment.

Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities focus on directing the implementation of assigned tasks; strengthen inspection and supervision of the implementation of the Government's Project implementation plan, periodically report quarterly and annually on the implementation results to the Ministry of Construction for synthesis and reporting to the Government, the Steering Committee for construction and implementation of the Project on investment policy for high-speed railway on the North-South axis and important national railway projects to have necessary measures and solutions to ensure the synchronous and effective implementation of the Project./.
