On August 5, the Ministry of Agriculture and Rural Development issued Official Dispatch No. 5637/CD-BNN-DD on opening the third bottom spillway gate of Hoa Binh Hydropower Reservoir at 10:00 a.m. and Official Dispatch No. 2654/CD-BNN-DD on opening the third surface spillway gate of Thac Ba Hydropower Reservoir at 2:00 p.m. on the same day, August 5, 2024.
In order to proactively take response measures to minimize possible human and property damage downstream due to flood discharge from Hoa Binh and Thac Ba reservoirs, the Provincial Steering Committee for Disaster Prevention and Control requests the Steering Committees for Disaster Prevention and Control and Search and Rescue of the districts: Doan Hung, Phu Ninh, Thanh Son, Thanh Thuy, Tam Nong, Lam Thao, Viet Tri City; Department of Transport, Phu Tho Irrigation Works Exploitation State-owned One Member Limited Liability Company, Ao Vua Joint Stock Company... to direct the authorities of communes, wards, towns, relevant organizations and individuals to strictly comply with the requirements of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue in Official Dispatch No. 34/BCH-VPTT dated August 2, 2024 on ensuring safety downstream when Hoa Binh and Tuyen Quang hydropower reservoirs discharge floodwaters.
Accordingly, the Provincial Steering Committee for Disaster Prevention and Search and Rescue requests units to:
Closely monitor flood forecasts and warnings and reservoir discharge information; organize notifications to communes, wards, towns, people, investors and units with construction works under construction, owners of water transport vehicles, ferry terminals, aquaculture households, production and business activities of mineral exploitation on rivers, along rivers and riverbanks to know flood discharge information of hydroelectric reservoirs to proactively take preventive and response measures to ensure safety for people and property.
Directing the request for relevant organizations and individuals to clear all supplies and materials in the riverbed and riverbank to ensure flood drainage; having plans to move machinery and equipment to safe places to avoid damage when releasing floodwaters from Hoa Binh and Thac Ba lakes.
Review flood control plans to ensure safety downstream, especially key dike points, landslide areas or areas at risk of riverbank landslides, and residential areas on riverbanks; prepare human resources, materials, and means to prevent floods, ensuring absolute safety for people and property.
Organize the on-duty team seriously, ensure communication. Proactively direct the handling of situations and promptly report to the Provincial Steering Committee for Disaster Prevention and Control.
Propose that the Department of Transport direct the construction unit to repair Trung Ha bridge piers to have a plan to ensure absolute safety of people and property during construction.
Phu Tho State-owned One Member Limited Liability Company for Irrigation Works proactively relocated field pumping stations along the river, inspected the operation of sluices under the dike, and pumping stations to ensure timely flood prevention and drainage to protect production.
Ao Vua Joint Stock Company proactively implements flood prevention measures to ensure absolute safety of people and property at La Phu Floating Area according to the approved plan.
