Ensuring safety for people in landslide risk areas

It is currently the peak of the rainy season, so all levels and sectors of Tan Uyen district are actively propagating and mobilizing households in landslide-prone areas to move to new places, ensuring safety of life and property. At the same time, building a plan to arrange residents, integrating capital sources to support households in landslide-prone areas to move, to work and produce with peace of mind, and stabilize their lives.

We went with Muong Khoa commune officials to Na Pe village - the only place in the commune with 5 households in the landslide risk area (discovered 3 years ago) that needed to be relocated soon. However, partly because the families had not found new land to live in; partly because of their living, farming and production habits for generations, they could not move. According to Ms. Doan Thi Phuong - Vice Chairman of the Commune People's Committee, out of the 5 households, 2 had just been affected by landslides in early July. That same night, upon receiving the news from the village, the commune mobilized militia forces along with commune officials to coordinate with the village to immediately go to the families to mobilize and evacuate the people. Fortunately, no one was injured.
It is known that the house that collapsed was built with bricks in 2019 with an area of ​​about 70 square meters. When we arrived, his house had only a few bare walls and a pile of bricks. The entire porch had collapsed, causing cracks in the back wall of another house. All the family's belongings were moved to his parents' house nearby. He and his wife are working in the lowlands, leaving their children with their grandparents to take care of.

Current status of the landslide house of Mr. Lo Van Doan's family (Na Pe village, Muong Khoa commune).

Mr. Hoang Van Khoi - Head of Na Pe village shared: If it rains for a few more days, there is a risk that these houses will continue to be eroded, because this is a vulnerable place; located deep under the hillside. In village meetings, we have mobilized households to move to safer places. However, the difficulty is that households have not found land to build houses. In 2019, the village's cultural house was completely eroded. Up to now, the village still does not have land to rebuild the cultural house; every time there is a village meeting, it is held at my house.
According to information from the Department of Agriculture and Rural Development of Tan Uyen district, in recent years, due to climate change, the situation of natural disasters in the area has been complicated; flash floods, tornadoes and landslides often occur every year... Since the beginning of the year, Tan Uyen district has experienced 2 hailstorms, causing damage to 25 households in Trung Dong commune in terms of property and housing due to broken roofs, with an estimated loss of nearly 26 million VND; recently, 2 households in Muong Khoa commune had their houses eroded.
Comrade Do Anh Tuan - Deputy Head of the Department of Agriculture and Rural Development of Tan Uyen district said: Through the review work in the district, in addition to 5 households in Muong Khoa commune, there are also 3 residential areas in 3 villages at risk of being affected by natural disasters, mainly landslides and flash floods. Specifically, Ngam Ca village (Nam So commune) has 51 households affected by natural disasters from 2018-2021; there is a long landslide in the area where 51 households live, which is very dangerous. For Ngam Ca village, we are leveling the ground, installing electricity systems, making roads, building schools, and completing them soon to let people live there. The capital for stabilizing the population of Ngam Ca village is implemented from the national target program for ethnic minorities and mountainous areas, period 2021-2025. In addition, there are 2 areas: Ui Dao village (Nam So commune) is at risk of flash floods with 50 households and a group of 10 households in Hua Cuom village (Trung Dong commune) is at risk of landslides and floods. For these 2 areas, the staff office will advise the district People's Committee, report to the Department of Agriculture and Rural Development to submit to the provincial People's Committee for consideration and arrangement of housing for families in areas at risk of natural disasters.
Currently, with the complicated situation, heavy rain, prolonged rain, heavy rainfall, the risk of landslides, flash floods can occur at any time, so the People's Committee of Tan Uyen district directs the district's specialized departments and offices to coordinate with the People's Committees of communes and towns to strengthen propaganda to the people, especially households in high-risk areas affected by natural disasters, to proactively move their houses and assets to new places; integrate capital sources to support households to move. At the same time, strengthen the Command Committee for Natural Disaster Prevention at all levels, develop disaster response plans in emergency situations according to the "4 on-site" motto; be on duty 24/24h during peak times.
It is known that in 2022, 1 household in Trung Dong commune and 2 households in Nam Can commune will be supported to relocate according to Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government regulating social assistance policies for social protection beneficiaries, with a support level of 30 million VND/household.
In addition to the active participation of all levels and sectors in natural disaster prevention, households in dangerous areas need to proactively monitor weather developments and promptly move their houses and belongings to new places to ensure the safety of their lives and property.
