Ensuring security and order at the grassroots level contributes to building new rural areas.

To implement the program of building new rural areas and advanced new rural areas, Hai Lang district has directed the effective implementation of the movement "All people protect national security" (ANTQ); the Vietnam Fatherland Front Committee and member organizations actively coordinate to participate in ensuring security and order. The movement "All people protect national security and order" is increasingly consolidated and well developed. Thereby, the masses participate in self-management models of security and order in the locality more and more and have better awareness in developing, denouncing and fighting against all types of crimes, there are many individuals and groups with outstanding achievements in detecting and capturing criminals.

Along with that, the police force has proactively grasped the situation, promptly reported, advised the District Party Committee, the District People's Committee and coordinated with local Party committees and authorities to propagate and mobilize to stabilize the rural security situation, especially the issue of land disputes, administrative boundaries, recommendations and reflections of the people in site clearance to implement key economic projects; strengthened the management of religion, construction order of works related to religion...

Thanks to the good work of grasping the situation, advising and resolving it early from the grassroots level, the political security situation in the area from 2022 to the end of 2024 has been maintained, preventing the emergence and formation of complex "hot spots" of security and order. Currently, the whole district has 100 models of crime prevention and control, of which 87 models are in 15 communes, contributing to ensuring security and order in rural areas.

In order to ensure security and order at the grassroots level, Dakrong district has promoted the movement "All people protect national security" associated with the movements "The whole country joins hands to build new rural areas", "All people unite to build a cultural life", "All people unite to build new rural areas and civilized urban areas", "Skillful mass mobilization", "Joining hands for the poor - leaving no one behind".

Determining the results of the movement "All people protect national security" is one of the contents and criteria for evaluating and recognizing titles such as cultural families, cultural residential areas, and communes meeting new rural standards, and at the same time serving as a basis for considering and rewarding individuals and collectives with achievements in the movement, thereby contributing to improving the quality of the movements "All people protect national security", "The whole country joins hands to build new rural areas", "All people unite to build new rural areas and civilized urban areas".

Every year, over 85% of residential areas, 100% of agencies, enterprises, and 95% of educational institutions meet the standards of "Safety and Security". At the same time, the locality also does a good job of propaganda and mobilizing the masses to participate in the fight against crime and social evils, building timely and appropriate models for the right subjects and situations so that the movement "All people protect national security" is always promoted.

The district directed the police force to advise, build new and consolidate models in the movement "All people protect national security" and the model of mass mobilization in the area... In addition, agencies and organizations have proactively built good models to contribute to mobilizing the masses to participate in protecting national security and social order and safety. Typical models include "Self-management of national security and order"; "Lighting up the country roads", "Self-management of national security and order routes"; "Youth shock group to propagate the law at the grassroots level", "Traffic safety school gates", "Community digital technology group"; "Community propaganda group", "Trusted address in the community"...

In the national criteria for new rural construction, criterion No. 19 on national defense and security, although it does not require large investment, is decisive for the sustainability of the entire program. In reality, communes that maintain security and order often have a higher rate of completing criteria and have more socio-economic development. In implementing security and order at the grassroots level, in recent times, localities in the province have done a good job of forecasting, grasping the local situation, promptly detecting and preventing complicated signs.

Implementing well the democratic regulations at the grassroots level, especially in the work of inspection, settlement of complaints and denunciations, voters' recommendations, citizen reception, directing the implementation of economic security in rural areas. The work of ensuring social order and safety in rural areas has been improved in quality and efficiency. Strengthening the state management of security and order in all fields, ensuring stability of security and order in rural areas.

At the same time, localities also pay attention to improving the quality and effectiveness of the work of building the movement "All people protect national security" in rural areas such as consolidating and establishing 799 groups, with 2,451 members to protect national security and order at the grassroots level in villages, hamlets, and residential groups, contributing to building a strong movement "All people protect national security and order". Innovating the content, form, and measures of the work of building the movement "All people protect national security and order" to meet the requirements and tasks of protecting national security and order in rural areas in the new situation and in accordance with the specific conditions and circumstances of the area. Continuing to promote the building of the communal police force to meet the requirements and tasks in the new situation...

Strengthening and consolidating the coordination relationship in ensuring security and order in rural areas. The police and military command of communes closely coordinate in performing the tasks of protecting political security, social order and safety, and national defense and security tasks at the grassroots level; coordinating with the forest rangers to protect forest resources and prevent and fight forest fires; and protecting the ecological environment.

The police force of communes plays a core role in the movement "All people protect national security" associated with the implementation of local political tasks and the implementation of the movement "Quang Tri joins hands to build new rural areas", the campaign "All people unite to build new rural areas, civilized urban areas"... By the end of 2024, the whole province has 90 communes (accounting for 89.1%) meeting the criteria on national defense and security in the new rural construction program.
