After nearly 4 years of implementation, the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2030 period (National Target Program 1719) has been contributing to improving the material and spiritual life of people in ethnic minority areas of Binh Thuan province. Recently, the Ethnic Minorities Committee of Bac Giang province organized 12 training courses on transferring science and technology in agricultural and forestry production to ethnic minorities. Diversify forms of propaganda
Identifying sustainable poverty reduction as a key, regular, long-term task of the entire political system and society. In recent times, the Dak To District People's Committee has strengthened the leadership and direction of agencies, units, and localities to promote the sense of responsibility of all levels, sectors, especially the grassroots political system for poverty reduction.
Ms. Pham Thi Hien, Head of the Department of Labor - Invalids and Social Affairs of Dak To district, said: Under the direction of the District People's Committee, the agencies and units under the district have carried out many practical communication activities, suitable to the local situation, through the media and through political activities, village meetings have widely disseminated the purpose, meaning and content of the National Target Program on Sustainable Poverty Reduction to all people and ethnic minorities living in the communes and villages. From the beginning of 2024 to now, agencies and units have organized 65 communication sessions on poverty reduction policies with more than 3,000 participants.
Along with that, the Fatherland Front and socio-political organizations of the district also promote propaganda and mobilize union members and members to associate their functions and tasks to actively participate in the emulation movement "Dak To District and the whole country join hands for the poor - leaving no one behind" associated with the implementation of the Campaign "All people unite to build new rural areas and civilized urban areas". Propaganda and mobilization of the people, especially poor and near-poor households, to take care of production, develop the economy, participate in linkage models in agricultural production, be self-reliant to rise out of poverty, not to rely on or expect support from the State.
Mr. A Chinh - Village Elder, Prestigious Person of Mang Ruong Village, Van Lem Commune, Dak To District shared: The village has 170 households, nearly 100% of which are Xo Dang people. In order to effectively implement poverty reduction work, I regularly coordinate with the village chief and organizations to propagate to the people through village meetings. Particularly for poor and near-poor households, when receiving support from the State, we go to each house to propagate and guide them to use the support for the right purpose, take care of economic development to escape poverty.
With the motto "Go to every alley, knock on every door, check every target", the grassroots propaganda team has provided specific instructions from form to specific implementation of tasks in supporting poor and near-poor households to borrow capital to invest in production development; information on the policies of the Party and State; support households to register to escape poverty...
At the same time, propagate and replicate poverty reduction models by supporting high-value crop and livestock varieties in the direction of commodity production, in line with the socio-economic development orientation of each locality according to the set plan and goals.
Mr. A Hung, Chairman of the People's Committee of Van Lem Commune, Dak To District, said: The commune has 5 villages, with more than 97% of the population being Xo Dang people. Along with the timely implementation of support policies for poor and near-poor households, the commune also focuses on promoting the role of the commune's organizations and village elders, prestigious people in the villages in propaganda, mobilization, and guidance for poor and near-poor households to develop the economy, enhance their will and determination to escape poverty. Through propaganda and mobilization, the implementation of poverty reduction work in the commune has had clear changes.
Many ethnic minority households write applications to escape poverty
From the capital source of the National Target Program on Sustainable Poverty Reduction, from 2021 to present, Dak To district has approved 18 projects to support the development of value chain-linked production for nearly 500 poor and near-poor households with a total cost of more than 6 billion VND. At the same time, 27 projects on community-based cattle breeding have been approved to support 165 poor and near-poor households with a total cost of more than 4 billion VND; 38 vocational training classes have been opened for nearly 1,300 workers.
Along with the timely implementation of support and many forms of practical propaganda and mobilization, it has created consensus among all classes of people in the district, joining hands to carry out poverty reduction work; arousing the will to proactively overcome difficulties, rise up of the poor and effectively use policies and support resources of the State and the community to escape poverty.
Mr. A Vot, village 5, Dien Binh commune, Dak To district shared: After getting married, the couple had a lot of difficulties, their income was unstable, so they remained poor. In 2022, the district supported 50 million VND and the family added 20 million VND to build a solid house. In addition, the district also supported the family with 150 macadamia trees and 1,000 pineapple trees planted on an area of 3 sao. The family planted 3 sao of coffee and 5 sao of cassava. The income was also temporarily stable, in 2023, the couple discussed and voluntarily wrote an application to escape poverty. The couple thought that they were still young and healthy, so they should work hard to produce, because being poor forever would be embarrassing.
Village 5, Dien Binh Commune, Dak To District is considered a bright spot in poverty reduction. In 2023 alone, the whole village had 40 poor and near-poor households voluntarily writing applications to escape poverty. This result was achieved thanks to the local government's timely implementation of the Party and State's support policies for ethnic minorities and regular and continuous propaganda and mobilization work.
Ms. Y H'Xuan, Party Cell Secretary and Village Head of Village 5, Dien Binh Commune, Dak To District, said: The village has 403 households, 90% of the population are Xo Dang ethnic people. In recent years, the Party Cell has assigned Party members to be in charge of households, groups of households and coordinated with village elders, prestigious people, and village and school organizations to regularly propagate and mobilize to help people change their thinking, ways of doing things, and effectively transform the structure of crops and livestock.
Up to now, the villagers have planted 160 hectares of rubber, more than 60 hectares of coffee, more than 43 hectares of rice and households have actively renovated mixed gardens, planted fruit trees and pineapple trees in their gardens to increase income. With support in all aspects, the villagers' lives have improved and many households have voluntarily written applications to escape poverty.
With the participation of the entire political system, the material and spiritual life of ethnic minorities in Dak To district has been significantly improved, the economy has developed continuously, political security and social order and safety have always been maintained. The average income per capita in ethnic minority areas is higher year after year; the poverty rate in ethnic minority areas has decreased by over 3% per year.
Ms. Mai Tran Thanh Hao, Vice Chairman of the People's Committee of Dien Binh Commune, Dak To District, shared: Thanks to the effective implementation of propaganda and mobilization work, the investment resources of the Party and State for poor and near-poor households have been effective. In particular, ethnic minorities have changed their production thinking, changed their awareness and many households have voluntarily written applications to escape poverty. In 2023 alone, the whole commune reduced the number of poor households by 43 and the number of near-poor households by 18.
The achievements in poverty reduction in Dak To district in recent times have had an important contribution from propaganda and mobilization work. Thereby, it has changed the awareness and actions of ethnic minorities, actively developing the economy to escape poverty, the great solidarity of ethnic groups is increasingly tightened, the trust of ethnic minorities in the Party, State, local Party committees and authorities is maintained.
