According to the proposal, the province currently has 712/713 women's association presidents. Of these, 227 are party members (31.8%), and 485 are not party members (68.2%).

Developing female party members is not only a political task but also a strategic step to enhance the role of women in participating in Party and government building.

The 13th National Women's Congress, term 2022-2027, set out a breakthrough of "Focusing on building a strong grassroots association", including targets related to training and introducing Party development for women's association leaders.

At the workshop, delegates focused on assessing the current situation and proposing solutions for training and introducing Party development for women's association leaders in the province.
According to the delegate, the work of training and developing party members in the branch president force still faces some difficulties. Specifically, some branch presidents do not have the need or desire to join the Party because of their inferiority complex, their family economy is not yet secure, and they have not received support from their families...

On that basis, delegates suggested that party committees at all levels continue to identify party member development as an important task, paying special attention to creating sources and recruiting female party members, especially women's association heads, especially in remote communes, ethnic minority areas...

Party committees and women's associations at all levels should pay attention to proposing policies to support allowances and operating costs for branch heads in disadvantaged areas; and strengthen training and planning of cadres from a team of exemplary and prestigious branch heads among women's association members.
