Dak Nong breaks through with highway

The Gia Nghia - Chon Thanh Expressway is about to be invested in, along with other expressways being proposed for construction, will open the door to development, creating a "large runway" for Dak Nong to take off.

Waiting for the highway

When the National Assembly approved the investment project to build the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc), Dak Nong people were very excited and looked forward to it. Not only is it the first expressway connecting Dak Nong, the project will also remove traffic congestion that has hindered the development of this highland region for many years.

Dak Nong Provincial Party Secretary, Mr. Ngo Thanh Danh affirmed that Gia Nghia - Chon Thanh Expressway is a road that the people are looking forward to. This is a dream road, a road of love, a strategic road in all aspects of economy - society, national defense, security; a new chapter not only for the two provinces of Dak Nong and Binh Phuoc, but also for the Central Highlands and the Southeast.

According to the National Assembly's resolution, the North-South Expressway Construction Investment Project, the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section, is about 128.8 km long and is divided into 5 sub-projects. The land use requirement of the Project is about 1,111 hectares. The total investment of the Project is VND 25,540 billion, of which the central budget capital is VND 10,536 billion, the local budget capital is VND 2,233 billion; and the capital arranged by the investor is VND 12,770 billion. The project will be basically completed in 2026 and put into operation in 2027.

PAVE THE WAY TO ATTRACT INVESTMENT

Dak Nong province is promoting, attracting and cooperating in investment focusing on the province's three development breakthroughs: industry, agriculture and tourism. Regarding industry, it will invest in Dak Nong Alumina Plant complexes 2, 3, 4, 5, associated with bauxite mining clusters, land reclamation, green and circular economic development. Completing 7 industrial parks and 11 industrial clusters; investing in renewable energy projects.

Regarding agriculture, 25 high-tech agricultural zones will be formed, with concentrated production areas of over 10,000 hectares; 19 zones/areas will be built to encourage the development of concentrated livestock facilities with an area of ​​over 4,500 hectares. Priority will be given to investment in projects for deep processing of high-tech agricultural products, storage, and preservation of finished products, etc.

Regarding tourism, 4 key tourism clusters will be developed; Ta Dung Lake Tourism Area will be developed step by step to become a national tourism area. Attract investment to develop potential tourism projects and destinations, such as Quang Khe Tourism Complex; Lieng Nung Tourism Complex; Dak R'tih Lake Urban and Eco-tourism Complex, etc.

This is a key expressway project connecting the Central Highlands with the Southeast region, connecting Binh Phuoc, Dak Nong provinces and other localities in the region with Ho Chi Minh City, creating new space and development momentum for the Central Highlands and the Southeast region... Therefore, the National Assembly has resolved that the implementation of the Project will apply a number of special mechanisms and policies.

In particular, it allows to extend the disbursement time of the capital allocated from the source of increased revenue and regular expenditure savings of the central budget in 2022 to implement the Project until the end of 2026. Allow the head of the competent authority to consider and decide on the appointment of contractors during the implementation of the Project for consulting packages, compensation, support, resettlement packages, etc.

In addition, during the implementation phase of the Project, the construction contractor does not have to carry out the procedures for granting a License to exploit minerals for common construction materials included in the Construction Materials Survey File... In particular, the Resolution decides to invest synchronously in the entire Project according to the scale of 4 complete lanes and use the Project's contingency costs to ensure that the total preliminary investment of the Project is not increased.

Latest information, the Government has just issued a Resolution to implement the investment in Gia Nghia - Chon Thanh Expressway, which clearly states the order, procedures, authority to appraise and decide on investment in the project's component projects.

In Dak Nong, the work related to the Project has been immediately implemented. According to the plan, the Gia Nghia - Chon Thanh expressway passing through Dak R'lap district (Dak Nong province) is 27.8 km long; the total area cleared through the province is about 261 hectares. According to the estimate of Dak R'lap district, there are 408 households affected by land acquisition with about 260 cases being arranged for resettlement...

In preparation for the implementation of the Project, since July 2022, Dak Nong province has issued a directive to strengthen the work on the current status and planning scope of this expressway. In addition, Gia Nghia - Chon Thanh expressway has been integrated by Dak Nong province with the land use planning and the list of land acquisition in the land use plan... Dak Nong is preparing all conditions to be ready to deploy the construction of this important expressway.

Traffic opens the way

The Standing Vice Chairman of Dak Nong Provincial People's Committee, Mr. Le Van Chien, affirmed that compared to before, the province's transport infrastructure has had many positive changes, helping people travel more conveniently. However, the transport infrastructure has not met the demand, and is still the main bottleneck for local development. With only roads, connecting to the province's economic centers is very difficult, while important routes such as National Highways 14, 28, 14C, Provincial Road 1... have degraded, and resources for investment and upgrading are very limited.

“We pay great attention to developing transport infrastructure, identifying this as one of the three breakthroughs in the province's socio-economic development. If we want people to escape poverty and the province to develop, transport must be a pioneer, transport has the meaning of paving the way for many other industries and fields. However, the province's investment resources are still limited, relying on the support of the Central Government. Recently, the National Assembly approved investment in the Gia Nghia - Chon Thanh expressway, this is a project of special significance to Dak Nong", Mr. Chien shared.

In addition, Dak Nong also coordinated with competent authorities to approve the investment policy of the North-South Expressway Project, West section, Buon Ma Thuot - Gia Nghia. In addition, there is the project to renovate and upgrade National Highway 14C, National Highway 28 through the province; build the Dak Nong - Chon Thanh (Binh Phuoc) railway according to the approved planning process...

According to Mr. Le Van Chien, in addition to the Gia Nghia - Chon Thanh expressway, the expressways invested in the Central Highlands will be the most fundamental and feasible solution to facilitate development. In addition to key transport projects, the province will take advantage of capital channels and national target programs to focus on improving and synchronizing the province's transport infrastructure.

Dak Nong province will also take advantage of capital from investors to participate in implementing transport projects. Currently, there are investors who have researched and implemented a transport project under the PPP form from Gia Nghia to Bao Loc... Another important resource that Dak Nong province will mobilize is the contribution of the people, when in the past, people have joined hands to donate land to open roads with a very significant amount of capital...

“The Gia Nghia - Chon Thanh Expressway, along with other key traffic projects that have been invested in, will help Dak Nong take off, because currently, over 90% of agricultural products in Dak Nong in particular and the Central Highlands in general are exported to ports in Ho Chi Minh City. Traffic going ahead will create an important turning point to help Dak Nong attract investment, create a breakthrough in socio-economic development and ensure national defense and security,” Mr. Chien affirmed.

Focusing on making a breakthrough in transport infrastructure, Dak Nong is gradually opening up roads, bringing the province into a new and promising stage of development.
