Waiting for the highway

When the National Assembly approved the investment plan for the construction of the Western North-South Expressway section from Gia Nghia (Dak Nong) to Chon Thanh ( Binh Phuoc ), the people of Dak Nong were very excited and eagerly awaited it. Not only is it the first expressway connecting Dak Nong, but the project will also remove the traffic bottleneck that has hindered the development of this highland region for many years.

The Secretary of the Dak Nong Provincial Party Committee, Mr. Ngo Thanh Danh, affirmed that the Gia Nghia - Chon Thanh expressway is a road that the people have been eagerly awaiting. This is a dream road, a road of compassion, a strategic road in all aspects of socio -economic development, national defense, and security; a new chapter not only for the two provinces of Dak Nong and Binh Phuoc, but also for the Central Highlands and the Southeast region.

According to a resolution of the National Assembly, the Western North-South Expressway Construction Project, specifically the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section, has a length of approximately 128.8 km and is divided into 5 component projects. The project requires approximately 1,111 hectares of land. The total investment for the project is VND 25,540 billion, of which VND 10,536 billion comes from the central government budget, VND 2,233 billion from the local government budget, and VND 12,770 billion is secured by the investor. The project is expected to be substantially completed in 2026 and put into operation in 2027.

Paving the way for investment attraction.

Dak Nong province is focusing its investment promotion, attraction, and cooperation efforts on three key development breakthroughs: industry, agriculture, and tourism. In the industrial sector, investments will be made in the Dak Nong Aluminum Plant complexes 2, 3, 4, and 5, linked to bauxite mining clusters, land reclamation, and the development of a green and circular economy. The province will also complete 7 industrial parks and 11 industrial clusters, and invest in renewable energy projects.

In agriculture, 25 high-tech, concentrated agricultural production zones will be established, covering over 10,000 hectares; and 19 zones/areas will be developed to encourage the development of concentrated livestock farming facilities, covering over 4,500 hectares. Priority will be given to investing in high-tech agricultural processing projects, storage facilities, and finished product preservation projects.

Regarding tourism, four key tourism clusters will be developed; the Ta Dung Lake tourist area will be gradually developed into a national-level tourist area. Investment will be attracted to develop potential tourism projects and sites, such as the Quang Khe tourist complex; the Lieng Nung tourist complex; the Dak R'tih Lake urban and eco-tourism complex, etc.

This is a key expressway project connecting the Central Highlands with the Southeast region, linking Binh Phuoc, Dak Nong provinces and other localities in the region with Ho Chi Minh City, creating new development opportunities and impetus for the Central Highlands and the Southeast region… Therefore, the National Assembly has decided that the implementation of the Project will be subject to a number of special mechanisms and policies.

Specifically, it allows for extending the disbursement period of allocated funds from increased revenue and savings in the central government's recurrent expenditures in 2022 to implement the Project until the end of 2026. It also allows the head of the competent agency to consider and decide on the awarding of contracts during the implementation of the Project for consulting packages, compensation, support, and resettlement packages, etc.

Furthermore, during the project implementation phase, the construction contractor is not required to go through the procedure of obtaining a license for the exploitation of mineral resources used as common construction materials, as outlined in the construction material survey dossier... Notably, the Resolution stipulates the synchronized investment in the entire Project to a complete 4-lane scale and the use of the Project's contingency fund to ensure that the preliminary total investment of the Project will not increase.

According to the latest information, the Government has just issued a Resolution to implement the investment in the Gia Nghia - Chon Thanh expressway, which clearly outlines the procedures, authority for appraisal, and investment decision-making for the component projects of the Project.

In Dak Nong, work related to the project has been implemented immediately. According to the plan, the Gia Nghia - Chon Thanh expressway passes through Dak R'lap district (Dak Nong province) for a length of 27.8 km; the total area of ​​land to be cleared in the province is approximately 261 hectares. According to preliminary estimates from Dak R'lap district, 408 households will be affected by land acquisition, with about 260 cases being allocated resettlement...

To prepare for the project's implementation, as early as July 2022, Dak Nong province issued a directive to strengthen the assessment of the current status and scope of the planned road width for this expressway. In addition, the Gia Nghia - Chon Thanh expressway has been integrated into the land use plan and the land acquisition list in the land use plan… Dak Nong is preparing all the necessary conditions to be ready to implement the construction of this important expressway.

Traffic opens the way.

The Standing Vice Chairman of the People's Committee of Dak Nong province, Mr. Le Van Chien, affirmed that compared to the past, the province's transportation infrastructure has undergone many positive changes, making travel more convenient for the people. However, the transportation infrastructure still does not meet the needs and remains a major bottleneck for the local development. With only road access, connecting to the province's economic centers is very difficult, while key routes such as National Highways 14, 28, 14C, and Provincial Road 1... have deteriorated, and resources for investment and upgrading are very limited.

“We place great emphasis on developing transportation infrastructure, identifying it as one of the three breakthroughs in the province's socio-economic development. For the people to escape poverty and for the province to develop, transportation must be at the forefront; it plays a crucial role in paving the way for many other sectors and fields. However, the province's investment resources are limited, and we rely on support from the central government. Recently, the National Assembly approved the investment in the Gia Nghia - Chon Thanh expressway, a project of special significance for Dak Nong,” Mr. Chien shared.

In addition, Dak Nong also coordinated with competent authorities to approve the investment plan for the Western section of the North-South Expressway from Buon Ma Thuot to Gia Nghia. Besides that, there are projects to renovate and upgrade National Highway 14C and National Highway 28 through the province; and construct the Dak Nong - Chon Thanh (Binh Phuoc) railway line according to the approved planning schedule...

According to Mr. Le Van Chien, besides the Gia Nghia - Chon Thanh expressway, the expressways invested in the Central Highlands will be the most fundamental and feasible solution to create favorable conditions for development. In addition to key transportation projects, the province will utilize capital channels and national target programs to focus on improving and synchronizing the province's transportation infrastructure.

Dak Nong province will also leverage investment capital from investors to implement transportation projects. Currently, there are investors exploring the possibility of implementing a transportation project under the PPP model connecting Gia Nghia to Bao Loc… Another important resource that Dak Nong province will mobilize is the contribution of the people, as in the past, people have jointly donated land for road construction with a very significant amount of capital…

“The Gia Nghia - Chon Thanh expressway, along with other key transportation projects, will help Dak Nong take off, because currently, over 90% of agricultural products in Dak Nong in particular and the Central Highlands in general are exported to ports in Ho Chi Minh City. Transportation infrastructure will pave the way for development, creating a crucial turning point to help Dak Nong attract investment, create breakthroughs in socio-economic development, and ensure national defense and security,” Mr. Chien affirmed.

By focusing its efforts on breakthroughs in transportation infrastructure, Dak Nong is gradually opening up new routes, paving the way for the province to enter a new, promising phase of development.
