On the morning of November 5, speaking at the discussion on the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army, National Assembly delegate Pham Trong Nghia (Lang Son delegation) agreed with increasing the retirement age of officers as proposed in the draft.
According to Mr. Nghia, increasing the age for active officers will increase the time and level of contributions to the social insurance fund.

In addition, delegates also proposed to review and consider increasing the retirement age for colonels and generals, to ensure unity in the armed forces and compatibility with the roadmap for increasing the retirement age in the Labor Code.
According to Mr. Nghia, the number of colonels and generals accounts for a small proportion, so extending the retirement age will not have much impact on the total number of soldiers. Meanwhile, this is a mechanism to continue to promote the experience and qualifications of these officers in peacetime.
Mr. Nghia cited a government report saying that the Ministry of National Defense currently has nearly 400 seconded officers. The delegate proposed to supplement the regime and policies for seconded officers when their secondment mission ends.
According to delegate To Van Tam (Kon Tum delegation), the above regulation may lead to cases where the retirement age is not reached or exceeded according to the Labor Code. Therefore, it should be determined in the direction of extending the age but not exceeding 62 for men, 60 for women and assigned to the Government or the Minister of National Defense to make specific regulations.

Regarding the age of active service of officers, delegate Nguyen Thi Yen Nhi (Ben Tre delegation) said that increasing the maximum age limit according to military rank will meet practical requirements and ensure the organizational structure and military staffing.
However, Ms. Nhi noted that mountainous and island areas are often more complicated and difficult, so it is necessary to consider regulating a lower age limit than in other areas and the Minister of National Defense should be assigned to regulate this.
The retirement age of captain is almost non-existent.
Regarding the increase in the rank of lieutenant from 46 to 50 years old, General Phan Van Giang, Minister of National Defense, said that officers graduating from school after about 10-12 years will be promoted to captain. If they are only promoted to captain at the age of 50, their “ability must be reviewed”, and there are not many people who retire from the rank of captain, almost none.

"Our view is to raise an army for three years and only use it for one hour," said Mr. Giang, adding that the army must train its troops so that when a situation arises, they can handle it. If they are lax, it will be very difficult to handle.
Mr. Giang said that the training intensity must be increasingly high, if the intensity does not increase then it is clearly not meeting the requirements. Recent wars have shown that we need to have higher demands, especially in terms of expertise and technique.
Regarding the proposal to increase the retirement age of military generals to 62 years old, the Minister of National Defense said that due to the specific characteristics of the organization and command work in the military, he hoped that the National Assembly would allow the retirement age for generals to remain the same as in the draft proposal, which is 60 years old (regardless of gender).
