At the meeting, the council unanimously assessed: The emulation and reward work and the Emulation Movement for Victory in the first 6 months of 2023 were led, directed and implemented comprehensively, synchronously, with focus, key points, and in line with the theme "Solidarity, exemplary, disciplined, creative, determined to win" by the Central Military Commission, the Ministry of National Defense, the General Department of Politics of the Vietnam People's Army, Party committees, political commissars, political officers, and commanders at all levels.

The Emulation Movement for Victory takes place continuously, widely, deeply, closely linked with promoting the study and following of Ho Chi Minh's ideology, morality and style, implementing Resolution No. 847-NQ/QUTW dated December 28, 2021 of the Central Military Commission on promoting the qualities of Uncle Ho's soldiers, resolutely fighting against individualism in the new situation, the Campaign to promote tradition, contribute talent, worthy of Uncle Ho's soldiers in the new period and patriotic emulation movements, campaigns at all levels and sectors.

The Emulation Movement for Victory has encouraged and motivated cadres and soldiers of the entire army to promote revolutionary heroism, patriotism, steadfast and firm political will, absolute loyalty to the Party, the Fatherland and the people; solidarity, exemplary, ready to receive and complete all assigned tasks.

General Luong Cuong chaired the meeting of the Emulation and Reward Council of the Ministry of National Defense in the first 6 months of 2023.

The quality of training, exercises, training, and building a strong, comprehensive, "exemplary, typical" unit has made much progress. International integration and defense diplomacy have been active, proactive, flexible, and effective. Logistics, engineering, defense industry, scientific research, and other aspects of work have been actively deployed, promptly responding to tasks.

The work of commendation, replication and honoring of advanced models is carried out closely, promptly and effectively, contributing to encouraging and motivating officers and soldiers to strive to complete their tasks well. Timely commendation of collectives and individuals with outstanding and extraordinary achievements, commendation in drills, sports and competitions.

In his concluding remarks at the meeting, Senior General Luong Cuong acknowledged and highly appreciated the responsibility and preparation quality of the Standing Agency as well as the responsibility of the members of the Emulation and Reward Council of the Ministry of National Defense.

Based on the results achieved in emulation, reward and the Emulation Movement to Win in the first months of the year, General Luong Cuong requested the entire army to continue to promote the emulation movement "Solidarity, exemplary, disciplined, creative, determined to win"; strive to promote advantages, overcome limitations and shortcomings pointed out in the first 6 months of the year, successfully complete the tasks of 2023. In particular, continue to innovate content and form, improve the quality of political education work, promptly inform and propagate ideological orientation for officers and soldiers.

Promote emulation to build a clean and strong exemplary Army Party Committee; continue to thoroughly grasp and strictly implement the directives, conclusions, regulations, programs and guidance plans of the Central Committee and the Central Military Commission on Party building work; actively protect the Party's ideological foundation. Strictly comply with the principles of organizing Party activities, working regulations, and regulations on leading important aspects of work of Party committees at all levels.

Continue to promote emulation to well implement the "Three breakthroughs" in the spirit of the Resolution of the 11th Party Congress of the Army. Actively innovate the content, programs, forms, and methods of education and training; improve the quality of training, meeting the practical requirements of the unit. Resolutely implement solutions, overcome weaknesses, create strong changes in building discipline, law enforcement, and discipline. Promote the emulation movement "The military logistics sector follows Uncle Ho's teachings", "The unit manages finances well" and the campaign "Manage and exploit weapons and technical equipment well, durably, safely, economically and safely in traffic", contributing to ensuring adequate and timely logistics, finance, and technology for tasks, especially combat readiness, training, exercises, and forces on duty at the border and islands; proactively prevent and fight epidemics, ensure food safety, and take care of soldiers.

Implement emulation and reward work closely, promptly, accurately, democratically, and publicly; pay special attention to rewarding and honoring collectives and individuals with outstanding achievements, typical advanced factors, good people, and good deeds. Promote propaganda work on mass media both inside and outside the military.

Agencies and units thoroughly grasp and seriously implement the Directive of the Central Military Commission Standing Committee and the guidance of the General Department of Politics of the Vietnam People's Army on leadership, direction and organization of the Emulation Congresses for Victory at all levels; in which, doing a good job of preparing to organize the Emulation Congresses for Victory at the grassroots level to the level directly under the Ministry of National Defense in 2024. Conduct a summary of the emulation work for victory in 2023 and develop a plan and guide the emulation work for victory in 2024 in a timely and good quality manner.

At the meeting, the Emulation and Reward Council of the Ministry of National Defense voted to consider conferring and posthumously conferring the title of Hero of the People's Armed Forces during the resistance war period and conferring the title of Hero of Labor during the renovation period on 7 collectives and 7 individuals.
