During the talks, Prime Minister Li Cuong and Prime Minister Pham Minh Chinh reviewed cooperation in all fields, positively assessing the achievements the two countries have made, especially after the two historic visits of the two General Secretaries.
“Prime Minister Pham Minh Chinh’s working trip aims to implement the common perception of the highest leaders of the two Parties and two countries. On the one hand, it is to maintain and strengthen the existing positive relationship between the two countries, on the other hand, it is to deepen discussions on cooperation in all fields,” the Ambassador shared.
This year’s WEF Dalian conference marks the third consecutive time Prime Minister Pham Minh Chinh has attended an annual WEF conference. According to Ambassador Hung Ba, this demonstrates the importance that the Chinese Government and WEF attach to Vietnam; as well as proves Vietnam’s role and influence in the world economy.
Prime Minister Pham Minh Chinh was an important guest, along with Polish President Andrzej Duda, Chinese Prime Minister Li Qiang and Professor Klaus Schwab, Founder and Chairman of WEF, attending the opening ceremony of the Conference.
Regarding Prime Minister Pham Minh Chinh's speech at the opening session, Ambassador Hung Ba expressed that "this is a wonderful speech", especially at an important international forum with the participation of more than 1,700 international guests in the fields of politics and economics from more than 100 countries and territories.

Prime Minister Pham Minh Chinh conveyed profound and clear messages about the outstanding socio-economic achievements, the policies, visions, and strategic orientations for national development of the Party and State of Vietnam. Along with that, Vietnam welcomes businesses from other countries to come and learn, cooperate, and invest.
In his speech, Prime Minister Pham Minh Chinh highly appreciated China's development achievements, especially its role in the world's economic growth. Ambassador Hung Ba said that this demonstrated the common vision of Vietnam and China on a number of global issues. Prime Minister Pham Minh Chinh's speech was highly welcomed by all parties.
On the other hand, China highly appreciates the achievements that Vietnam has made, under the leadership of the Communist Party of Vietnam, headed by General Secretary Nguyen Phu Trong.
“Vietnam has overcome the difficulties of the pandemic and promoted socio-economic development. Since the beginning of the year, Vietnam's economy has continued to grow. All parties assess that Vietnam's GDP growth this year will exceed 6%, which is very commendable. In terms of economic scale, Vietnam has entered the top 40, and import-export turnover has entered the top 20 in the world. For the region and the world, Vietnam has made important contributions.
That is the reason why Prime Minister Pham Minh Chinh has been invited to attend the WEF Forum three times. We always welcome the Vietnamese economy to develop steadily and healthily and play an important role in the region and the world," the Chinese Ambassador to Vietnam shared.
Developing and connecting transport infrastructure, especially the railway system, is one of the priorities in cooperation between Vietnam and China. During his working trip to China, Prime Minister Pham Minh Chinh attended the "Vietnam-China Cooperation Conference on Strategic Transport Infrastructure Development and the Role of Vietnamese-Chinese Enterprises", and met with leaders of leading Chinese corporations and enterprises in the field of infrastructure development.
Mr. Hung Ba said that the conference was very successful with the participation of most of the Chairmen of the Board of Directors and leaders of enterprises in the field of transport infrastructure. The Chinese government also attached great importance to it and assigned Deputy Prime Minister Truong Quoc Thanh to attend the conference.

“China has a saying, ‘If you want to get rich, you must build roads first’ – showing the importance of transport infrastructure connectivity. Improving logistics connectivity is an important factor for the development of an economy. Vietnam also considers transport infrastructure development as one of the three strategic breakthroughs,” Ambassador Hung Ba analyzed.
Mr. Hung Ba pointed out some of China's achievements in transportation development, such as the total length of high-speed railway reaching more than 45,000km and the total length of highway exceeding 180,000km.
China is also cooperating with many countries to implement high-speed railway projects, notably in Indonesia and Laos. These two projects have been put into operation and have made important contributions to the socio-economic development of those countries. In addition, railway projects between China and Thailand and Malaysia are also being actively promoted.
“China attaches great importance to strengthening cooperation with Vietnam in this field,” the Ambassador emphasized.
Vietnam has completed the planning of the Lao Cai – Hanoi – Hai Phong railway. After Vietnam completes the preparatory work, China is ready to conduct feasibility studies on the projects.
According to the railway network planning for the period 2021-2030, with a vision to 2050, the Lao Cai - Hanoi - Hai Phong railway line is about 380km long, connecting the international gateway seaport of Hai Phong with the Chinese railway in Lao Cai, ensuring that trains can run directly into the Kunming - Hekou Bac railway system. The next phase is planned to connect from Hai Phong to Cai Lan station, Quang Ninh.
The Ambassador said that China will provide non-refundable aid to help Vietnam build plans for two railway lines: Dong Dang (Lang Son) - Hanoi and Mong Cai - Ha Long - Hai Phong.

The Ambassador believes that the above three projects will play an important role in Vietnam's economic development, contributing to tightening the two countries' cooperation in supply chains and production.
Mr. Hung Ba commented that Vietnam will be connected to European and West Asian countries through the railway route running through China. Vietnam will also become a gateway for China to connect with ASEAN countries, "Vietnam will become an important hub connecting ASEAN, Europe and Central Asia".
“These are all strategic cooperation contents,” said the Chinese Ambassador to Vietnam. Mr. Hung Ba affirmed that this cooperation demonstrates the high political trust between the two countries, and is also a vivid manifestation of the “Vietnam-China Community of Shared Future of Strategic Significance.”
