Attending the Congress were representatives of the Military Branches and 100 delegates representing all party members in the Party Committee of Brigade 134.

At the congress, delegates discussed and highly agreed with the Draft Report on the implementation results of the Resolution of the 19th Brigade Party Congress, term 2020-2025. Accordingly, during the past term, the entire Brigade Party Committee has united and creatively overcome difficulties, proactively advised and proposed to the Corps on planning for development and technology conversion of the military communication system (TTLLqs) in the assigned area; the regular communication system (TTLLtx), SSCD operated stably, smoothly and firmly in all situations.

Major General Nguyen Van Tri, Party Secretary and Political Commissar of the Signal Corps, delivered a directive speech.

The unit has completed the construction of nearly 800 information works to ensure absolute safety; ensuring good communication and television for 43 drills, training sessions, competitions, and sports events of the Ministry of National Defense and the entire army... The material and spiritual life of the troops has improved, the unit is politically and ideologically stable, and internally united and unified. In the period of 2020-2025, the Brigade received dozens of certificates of merit at all levels. In 2024, the Brigade was awarded the Flag of Excellent Unit in the Emulation Movement to Win by the Ministry of National Defense.

In the 2025-2030 term, the congress determined to focus on three breakthroughs: Breakthrough in improving the capacity of management, operation, and exploitation of the TTLL and television systems; breakthrough in training, force building, regular construction, discipline management, and safety assurance; breakthrough in administrative reform and digital transformation.

At the Congress, delegates discussed and contributed quality and enthusiastic opinions to the draft documents submitted to the 14th National Party Congress and the Political Report submitted to the 13th National Party Congress of the Military Service.

Speaking at the Congress, Major General Nguyen Van Tri commended and congratulated the outstanding achievements of the Party Committee of Brigade 134 during the past term, and at the same time requested the Party Committee to continue to thoroughly grasp the Party's guidelines and policies, the State's policies and laws on military and national defense; strictly implement the regulations on "management, operation, and exploitation of the TTLLQS system" and apply them appropriately to the practical situation of the unit. Timely advise and propose to the Standing Party Committee and the Head of the Service on the construction, planning, and development of the TTLLQS system associated with the organization of the Vietnam People's Army for the period 2021-2030.

The Executive Committee of the Party Committee of Brigade 134 for the 2025-2030 term and the delegation attending the 13th Congress of the Party Committee of the Army Corps made their debut at the congress.

After 1.5 days of urgent and serious work, with the spirit of "Solidarity - Democracy - Breakthrough - Development"; The 20th Congress of the Party Committee of Brigade 134, term 2025 - 2030, successfully completed all the contents and programs set out. The Congress wisely selected and elected the Party Executive Committee for the new term consisting of 15 comrades, elected the delegation to attend the 13th Congress of the Party Committee of the Army Corps consisting of 13 official delegates and 1 alternate delegate with a high number of votes of confidence. Colonel Nguyen Van Luong, Political Commissar of the Brigade, was elected as Secretary of the Party Committee; Colonel Nguyen Quang Truy, Brigade Commander, was elected as Deputy Secretary of the Brigade Party Committee for the term 2025 - 2030.
