The 4th Congress of Ethnic Minorities in Cao Bang province took place at a time when the people of all ethnic groups in the province are striving to successfully implement the Resolution of the Party Congresses at all levels for the 2020-2025 term, the Resolution of the 13th National Congress of the Party and the 525th anniversary of the founding of Cao Bang province.
In the period of 2019 - 2024, the province will reduce the number of poor and near-poor households by an average of over 4% per year (the target is to reduce by over 3% per year). The 3rd Congress - 2019 set a target that by 2024, the average income per person per year will be over 35 million VND/person/year, and by the end of 2024, the average income of the province is expected to reach 46.98 million VND/person/year.
With the theme "Ethnic groups in Cao Bang province unite, innovate, promote advantages and potentials, integrate and develop sustainably", the Congress assessed the achievements and results achieved in implementing the Party's guidelines, policies and laws of the State on ethnic affairs and great national unity; in the socio-economic development of ethnic minority and mountainous areas in the period of 2019 - 2024; at the same time, drawing lessons, proposing tasks and solutions to continue to effectively implement ethnic affairs, ethnic policies, and patriotic emulation movements in the province's ethnic minority areas in the period of 2024 - 2029.
Speaking at the opening of the Congress, Vice Chairman of Cao Bang Provincial People's Committee Hoang Van Thach affirmed that in the period of 2019 - 2024, the economic situation and life of ethnic minorities in the province remained stable, social security was ensured; social order and safety were maintained. Ethnic minorities were excited and confident in the leadership and innovation guidelines of the Party, policies and laws of the State; always upholding the spirit of solidarity, promoting internal strength, actively working, producing and developing the economy.
The material and spiritual life of ethnic minorities has been gradually improved, gradually reducing the development gap between ethnic minority areas and other regions. Policies, programs and projects implemented in ethnic minority areas, focusing on national target programs, continue to receive attention; activities to care for the material and spiritual needs of ethnic minorities have been implemented.
All levels, sectors and localities have focused on leading and implementing socio-economic development tasks for the 2019-2024 period, with positive recovery and development. Although economic growth has slowed down due to the impact of the Covid-19 pandemic, the economic structure continues to shift in the right direction.
The average growth rate in the 2021-2023 period is 3.31%/year. In 2023, the proportion of agriculture accounts for 21.21%, down 1.88% compared to 2020; the proportion of services accounts for 56.83%, up 3.58% compared to 2020. The average GRDP per capita in 2023 is 41.49 million VND/person/year, up 16% compared to 2020; the average poverty rate decreases by 4% per year.
The infrastructure system in ethnic minority areas continues to be invested in, built and upgraded; the work of preserving traditional cultural values of ethnic groups is promoted; the quality of education is gradually improved, the scale of schools and classes in ethnic minority areas is increasingly expanding; medical work and health care for people in ethnic minority and mountainous areas have many changes; 100% of poor and near-poor households, ethnic minorities living in difficult areas, and people living in extremely difficult areas are granted free health insurance cards.
The security and social order situation in ethnic minority areas is basically stable. All levels and sectors continue to effectively carry out propaganda and mobilize people to comply with the Party's guidelines and policies and the State's laws, and build the Great National Unity bloc.
Despite receiving much attention from the Party, the State and strong direction from local authorities, with a low starting point and unfavorable geographical and natural conditions, the socio-economic situation in ethnic minority areas in the province still faces many difficulties, the rate of poor ethnic minority households and the risk of falling back into poverty remains high. The gap in development level compared to other regions is slow to narrow. Access to and enjoyment of basic social services is still limited.
At the Congress, delegates focused on discussing and exchanging good experiences and valuable lessons, agreeing on goals, tasks and key solutions to continue promoting and improving the effectiveness of ethnic work and ethnic policies in the province.
Based on the results achieved and lessons learned in implementing programs and projects over the past years, the province aims to develop ethnic minority areas comprehensively, quickly and sustainably by 2029; promote poverty reduction in ethnic minority areas, narrow the development gap between ethnic groups; gradually reduce the number of communes and hamlets with special difficulties; and gradually form specialized areas for producing goods with high economic value.
The province will also continue to focus on developing human resources in ethnic minority areas; increasing the quantity and improving the quality of ethnic minority cadres; consolidating the grassroots political system; maintaining the great solidarity of ethnic groups, ensuring security and national defense stability.
The effective implementation of ethnic policies in the area will continue to consolidate and strengthen the Great National Unity bloc, contributing to the completion of specific targets on socio-economic development in ethnic minority areas of the province, such as: By 2029, 100% of communes will have solid roads to the commune center; over 95% of communes will meet national criteria on health; over 90% of classrooms will be solidified; over 40% of schools will meet national standards; 85% or more of commune headquarters will be solidly built; the number of poor and near-poor households will be reduced by an average of over 4%/year; average income per person will be over 55 million VND/person/year;...
Speaking at the Congress, Deputy Minister and Vice Chairwoman of the Ethnic Minorities Committee Nong Thi Ha expressed her joy at the achievements in the fields of economic and social life in ethnic minority and mountainous areas. The Deputy Minister and Vice Chairwoman affirmed that the Congress is an event of profound political and social significance, a special symbol of the Great Unity and "solidarity" between the ethnic groups of Vietnam.
The Deputy Minister and Vice Chairman acknowledged and highly appreciated the results of implementing ethnic affairs and ethnic policies of Cao Bang. The results of 5 years of implementing the Resolution of the Provincial Ethnic Minority Congress have contributed to strengthening the infrastructure of mountainous rural areas, creating livelihoods, increasing income, and reducing poverty in ethnic minority areas. Strengthening the Great National Unity bloc, consolidating the trust of ethnic minorities in the leadership and direction of Party committees and authorities at all levels.
However, according to Deputy Minister, Vice Chairman Nong Thi Ha, the lives of a part of the people, especially in remote areas, ethnic minority areas, are still facing many difficulties. The quality of poverty reduction is not really sustainable, the rate of poor households who are ethnic minorities is still high; the shift in the agricultural economic structure towards commodity production linked to the market is slow. The implementation of a number of programs and policies for socio-economic development in ethnic minority areas is still slow; the disbursement rate of capital for national target programs is still slow, especially career capital.
On this occasion, the Ethnic Committee awarded Certificates of Merit to 1 collective and 5 individuals with achievements in ethnic work and ethnic policies in the period of 2019 - 2024; 3 individuals were awarded the Commemorative Medal "For the cause of ethnic development"; The Chairman of the Provincial People's Committee awarded Certificates of Merit to 8 collectives and 24 individuals with achievements in ethnic work and ethnic policies in the period of 2019 - 2024.
Cao Bang is a mountainous, highland, border province in the Northeast of the country.
