On the morning of November 20, the Provincial People's Committee organized the 4th Congress of Ethnic Minorities (EM) of Vinh Phuc province in 2024 with the theme "Ethnic groups of Vinh Phuc province unite, promote advantages, potentials, integrate and develop sustainably".

Attending the congress were comrades: Nong Thi Ha, Deputy Minister, Vice Chairman of the Ethnic Committee; Bui Huy Vinh, Standing Deputy Secretary of the Provincial Party Committee; Phung Thi Kim Nga, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; Standing members of the People's Council, People's Committee, Fatherland Front Committee, National Assembly Delegation of the province; representatives of leaders of departments, branches, sectors, and organizations of the province; representatives of leaders of districts, cities and 200 official delegates, representing ethnic minorities in the province.

Vinh Phuc has 40 ethnic minorities living together with about 59 thousand people, accounting for about 4.8% of the province's population. The province has 11 communes and towns in ethnic minority and mountainous areas (EM&MN).
In the period of 2019 - 2024, the Provincial Party Committee, People's Council and People's Committee have focused on leading and directing all levels, branches, agencies and units to carry out socio-economic development tasks, develop plans and implement programs, projects and ethnic policies of the Party and State, contributing to economic development and ensuring national defense and security.

Social security work has been strengthened, the cultural identity of ethnic minorities has been preserved and promoted, solidarity in ethnic minority and mountainous areas has been maintained, the material and spiritual life of ethnic minorities has been increasingly improved, and the development level between ethnic minority areas and other areas in the province is no longer much different.

In 2024, the average income per capita of the province's ethnic minority and mountainous areas will reach about 61 million VND. The poverty rate will decrease to 0.98%. 11/11 communes and towns have asphalt or concrete roads to the commune center.

100% of schools and classrooms at all levels are solidly built. 100% of households have access to the national grid, clean water, and access to television and radio. 100% of kindergarten, primary and secondary school students go to school; 80% of high school students go to school. 94.5% of ethnic minorities participate in health insurance. 100% of villages have community houses (cultural houses)...

Delegates presented papers on many issues such as preserving and promoting the unique traditional cultural values of the San Diu ethnic group in the integration and development period; developing farm economic models, contributing to creating jobs and increasing income for ethnic minorities in the locality.

Speaking at the congress, Comrade Nong Thi Ha, Deputy Minister, Vice Chairman of the Ethnic Committee acknowledged and commended the results and contributions of ethnic minorities in the province to the cause of socio-economic development, ensuring national defense and security, building and consolidating the great national unity bloc in recent years.

He requested that Party committees at all levels, authorities, departments, branches and organizations of the province continue to make efforts, be proactive and determined to strive for greater achievements.

At the same time, continue to evaluate and identify more clearly the potential and advantages of the locality, identify specific tasks and solutions to promote ethnic work, implement ethnic policies associated with the goals and solutions in the Resolution of the Party Congresses at all levels for the 2025-2030 term to focus on effective implementation.

Speaking at the congress, Standing Deputy Secretary of the Provincial Party Committee Bui Huy Vinh requested that Party committees and authorities at all levels in the province continue to lead and direct the implementation of the following contents and tasks: Continue to thoroughly grasp and implement the Party's guidelines and policies, the State's policies and laws on ethnic affairs; mobilize and integrate investment resources for socio-economic development in ethnic minority and mountainous areas; improve the quality of operations of the political system and grassroots cadres in ethnic minority and mountainous areas; proactively grasp the situation, resolve arising complications right at the grassroots level, resolutely not let "hot spots" and "complicated points" of security and order occur at the grassroots level.

Ethnic minorities in the province need to further promote the great national unity bloc, creating strength to join hands and hearts to build a rich and beautiful homeland; cherish, be proud of, and preserve the culture of their people by teaching their children and grandchildren the language, writing, songs, and dances left by their ancestors; resolutely eliminate backward customs and superstitions; raise awareness of environmental sanitation, forest protection, and contribute to preventing and combating natural disasters and climate change.
On this occasion, Vinh Phuc had 4 individuals awarded the Medal "For the cause of ethnic development" by the Ethnic Committee; 1 collective and 6 individuals were awarded Certificates of Merit by the Minister, Chairman of the Ethnic Committee; 5 collectives and 9 individuals were awarded Certificates of Merit by the Chairman of the Provincial People's Committee.
