On the morning of November 9, in Ha Long City, Quang Ninh province solemnly held the 4th Congress of Ethnic Minorities of Quang Ninh province - 2024.
Attending the Congress were comrades: Y Thong, Deputy Minister, Vice Chairman of the Ethnic Committee; Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee; Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee, People's Council, People's Committee, Provincial Fatherland Front Committee; leaders of departments, branches, localities, along with the participation of 250 official delegates representing over 162,000 ethnic minorities in the province.
The 4th Provincial Congress of Ethnic Minorities has the theme "Ethnic groups unite, innovate, create, promote advantages, potentials, integrate and develop sustainably". This is a significant political and social event, an opportunity to evaluate the achievements and results achieved in implementing the Party's policies and the State's policies for ethnic minority, mountainous and border areas in the period of 2019-2024; at the same time, draw lessons, propose tasks and solutions to continue to effectively implement ethnic policies and patriotic emulation movements in ethnic minority and mountainous areas in the period of 2025-2030. Thereby, creating motivation for ethnic minorities to continue to strive to build a prosperous and happy life.
The Congress is an occasion to honor and commend outstanding collectives and individuals with outstanding achievements in socio-economic development, preserving national cultural values, ensuring national defense and security in ethnic minority areas, mountainous areas, border areas, islands and building the great national unity bloc; is a broad political and social activity to raise awareness, consolidate the trust and consensus of the people and ethnic minorities in the leadership of the Party and State.
There are 43 ethnic groups living together in the province, including the Kinh ethnic group and 42 ethnic minorities with 162,531 people, accounting for 12.31% of the province's population, creating a diverse community of ethnic cultural identities in Quang Ninh province.
With the motto of taking people as the center, all Quang Ninh people enjoy the development achievements of the province, inclusive growth, leaving no one behind, in every stage of development, Quang Ninh province always pays special attention to leadership and direction of comprehensive development of politics, economy, culture, society, national defense - security in ethnic minority and mountainous areas.
Since the 3rd Congress of Ethnic Minorities (2019) up to now, Quang Ninh province has issued many resolutions, directives, programs, projects, mechanisms and policies for socio-economic development, ensuring national defense and security in ethnic minority and mountainous areas; mobilizing and prioritizing the allocation of resources through programs, projects and socio-economic development plans of the province and national target programs to improve the material and spiritual life of ethnic minorities. Notably, the construction of the Project and the issuance of Resolution No. 06-NQ/TU on "sustainable socio-economic development associated with ensuring national defense and security in communes, villages and hamlets in ethnic minority, mountainous, border and island areas for the period of 2021-2025, with a vision to 2030".
Through specific policies, projects and measures associated with the efforts to rise from the will and determination of ethnic minorities, contributing to the socio-economic development of ethnic minority and mountainous areas. By the end of 2023, the average income per capita in 67 communes and towns in ethnic minority, mountainous, border and island areas of the province has reached 73,348 million VND/person/year (about 1.23 times higher than the average income per capita of the whole country), contributing to effectively implementing the breakthrough in "rapidly narrowing the gap between rich and poor and regional differences in the province". has been determined in the Resolution of the 15th Provincial Party Congress. The province no longer has poor households according to the Central poverty standards and the province has built and implemented a new multidimensional poverty standard of the province, 1.4 times higher than the poverty standard according to the Central regulations on income criteria.
The socio-economic infrastructure of the ethnic minority and mountainous areas of the province has received synchronous and modern investment. Cultural identity has always been maintained and promoted; the political system has been increasingly consolidated and developed in all aspects; the great solidarity bloc between ethnic groups has always been strengthened, creating a clear change in the ideology and consciousness of cadres, party members and people in implementing ethnic work. National defense and security in ethnic minority and mountainous areas have been firmly consolidated, national border sovereignty has been maintained... The majority of ethnic minorities have changed their awareness, have the will to self-reliantly rise up and escape poverty. Thereby, many typical collective and individual examples have emerged in the fields of politics, socio-economy, national defense and security...
In their discussions at the Congress, typical collectives and individuals focused on analyzing and evaluating solutions to effectively implement Resolution No. 06-NQ/TU of the Provincial Party Committee "On sustainable socio-economic development associated with ensuring national defense and security in communes, villages and hamlets in ethnic minority, mountainous, border and island areas for the period of 2021-2025, with a vision to 2030"; improving the quality of education, training and preserving and promoting national identity in schools in ethnic minority areas; experience in building and developing cooperative economy in ethnic minority areas...
Speaking at the Congress, comrade Y Thong, Deputy Minister, Vice Chairman of the Ethnic Committee, congratulated the achievements of the Party Committee, government, army and people of all ethnic groups in the province in the past time, especially praising and acknowledging the efforts of ethnic minorities who have joined hands and unanimously promoted the potential and strengths of ethnic minority and mountainous areas, contributing with the people of the whole country in the current cause of innovation, development and protection of the country.
At the Congress, the Deputy Minister and Vice Chairman of the Ethnic Committee requested the Party Committee, government, army and people of ethnic minorities in the province to strive for higher and greater achievements, boldly innovate , and identify specific tasks and solutions for the 2024-2029 period.
He suggested: Party committees at all levels, authorities, socio-political organizations, cadres and party members need to continue to study and raise awareness of the Party and State's viewpoints, policies and guidelines on ethnic work, great national unity and ethnic policies.
Along with that, focus resources on investment in socio-economic development, promote hunger eradication and poverty reduction, build new rural areas, improve the material and spiritual life of ethnic minorities, effectively implement 3 national target programs, especially the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030 in the province. Combine socio-economic development with ensuring national defense and security, especially in key areas and border areas. Focus on building and consolidating the grassroots political system in ethnic minority and mountainous areas, especially in remote communes and particularly difficult areas. Continue to pay attention to preserving and promoting good traditional cultural values, tangible and intangible cultural heritages of ethnic minorities...
The Deputy Minister and Vice Chairman of the Ethnic Committee believes that Quang Ninh province will have breakthrough developments, continue to promote the tradition of solidarity, enthusiastically compete in labor production, support each other to overcome difficulties and challenges, and build the ethnic minority region of Quang Ninh province to be rich in economy, imbued with national identity, and strong in national defense and security.
Speaking at the Congress, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, respectfully acknowledged and commended the efforts and achievements that the Party Committee, government and ethnic minorities of the province have achieved in the past time. These results have made a very positive and important contribution to the overall development achievements of the province in the period of 2019-2024.
Emphasizing the tasks in the coming time, the Provincial Party Secretary suggested: Ethnic work and implementation of ethnic policies of the province are facing many opportunities, advantages and difficulties and challenges, especially at present, ethnic minority and mountainous areas are still the most difficult areas of the province, therefore, Party committees, authorities, and organizations from the province to the grassroots level continue to promote dissemination, propaganda, and effective implementation of the Party and State's policies and guidelines on ethnic work and great national unity. Continue to innovate thinking, mindset, and ways of doing things, raise awareness and responsibility, create high unity in will and determination of the entire political system from the province to the grassroots, especially leaders in implementing the tasks of economic development, shifting economic structure, livestock and crop structure, developing production models, cooperatives, and enterprises in ethnic minority and mountainous areas based on valuable lessons learned after the historic storm No. 3.
Continue to pay attention to investing in developing and perfecting the synchronous and modern strategic socio-economic infrastructure system to promote socio-economic development, ensure national defense and security in ethnic minority and mountainous areas; focus on exploiting the competitive advantages created by the completed and synchronous strategic transport systems to strongly promote regional and intra-regional connectivity, forming dynamic regions and new development corridors to promote socio-economic development in the area; closely combine rapid and sustainable economic development with cultural and human development, build and promote cultural values and human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development in the spirit of Resolution No. 17-NQ/TU of the Provincial Party Committee.
Along with that, continue to organize patriotic emulation movements well among ethnic minorities in the whole province; arouse and promote strongly the cultural and revolutionary traditions, patriotism, proactiveness, creativity and the will to be self-reliant, self-reliant and rise up of cadres, party members and ethnic minorities. Build and consolidate the grassroots political system in ethnic minority and mountainous areas to be clean, strong, streamlined, and operate effectively and efficiently. Promote the role of the team of Party cell secretaries, village chiefs, village elders, and prestigious people among ethnic minorities in carrying out political tasks at the local and grassroots levels.
The Provincial Party Secretary requested that ethnic minorities in the province continue to promote the tradition of solidarity, continue to preserve love, care and attachment in the great solidarity bloc of the entire Vietnamese nation, join hands and unite to build villages, homeland and country to become increasingly rich, beautiful and civilized, and for all people to have increasingly prosperous and happy lives.
At the Congress, 5 individuals were awarded the Medal "For the cause of ethnic development"; 1 collective and 5 individuals were awarded the Certificate of Merit from the Minister, Chairman of the Ethnic Committee; 28 collectives and 44 individuals with outstanding achievements contributing to the socio-economic development of ethnic minority and mountainous areas of Quang Ninh province in the period of 2019-2024 were awarded the Certificate of Merit from the Chairman of the Provincial People's Committee.
