The report at the congress showed that in the 2018-2023 term, all 8 targets under the direct responsibility of the trade union organization and 4 targets of the trade union organization coordinated by the Phan Thiet Trade Union achieved and exceeded the plan. Specifically, nearly 2,900 trade union members were developed and 15 grassroots trade unions were established. Over 91% of grassroots trade unions, administrative agencies, and wards and communes achieved strong results. 979 excellent union members were introduced to attend training courses for Party admission, of which 435 union members were admitted to the Party, reaching 145%. 83% of non-state enterprise trade unions established mass women's unions...

Therefore, the Phan Thiet Trade Union must identify the function of caring for, representing and protecting the legitimate and legal rights and interests of union members, workers, civil servants and laborers (CNVCLĐ) as a key and important task in the process of operation; taking the interests of union members as one of the important goals to gather and attract laborers to the organization. In addition, trade unions at all levels need to innovate the form and content of propaganda in accordance with the development trend of the times and the working conditions of laborers. Organize well the emulation movements among union members and CNVCLĐ. Promote the development of union members, focus on developing union members in the non-state economic sector, establish grassroots unions and build strong union organizations...
On the part of the city's leaders, Secretary of the City Party Committee Pham Van Nam said: The Trade Union must do better in propaganda, political and ideological education for cadres, union members, and workers, in conjunction with promoting the study and following of Ho Chi Minh's ideology, morality, and lifestyle and the Resolution of the 4th Central Conference (term XII) on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party. The congress elected the Executive Committee of Phan Thiet City Trade Union, term X, consisting of 19 members and elected a delegation of 28 people to attend the 11th Provincial Trade Union Congress. At the first conference, Mr. Vo Huy Luan was re-elected as chairman.
At the congress, Mr. Nguyen Xuan Phoi awarded the emulation flag and certificate of merit of the Vietnam General Confederation of Labor to the Phan Thiet City Labor Federation and Mr. Vo Huy Luan for their outstanding achievements in emulation movements and trade union activities.
