Reporting at the Congress, Secretary of the Executive Committee Party Cell, Deputy Editor-in-Chief of the People's Representative Newspaper Nguyen Thi Minh Hang stated that during the 2022-2025 term, the Executive Committee Party Cell has focused on leading and directing Party members and cadres to strive, overcome difficulties, and successfully complete political tasks. The Party Cell is always united and unified in perception and action. Party members of the Party Cell have a steadfast, loyal stance and absolute trust in the Party's leadership, strictly implementing the Party's guidelines, policies, and the State's laws.

The Party Cell regularly and seriously disseminates and studies the Resolutions of the Party Congresses at all levels; the work of fostering political theory and professional knowledge for cadres and Party members is given attention. Party members in the Party Cell are exemplary in terms of ethics, lifestyle, sense of responsibility, always uphold the sense of self-study, self-cultivation, practice thrift and always uphold the spirit of solidarity, unity, overcoming difficulties, innovation and creativity in performing assigned tasks.

Along with that, the Party Cell conducts monthly activities, specialized activities in accordance with regulations, Party members participate fully, comply with the Party Charter; the quality of activities is innovated, improved, linking specialized activities with the implementation of professional tasks. Inspection and supervision work is focused on, promoting the spirit of democracy, self-criticism and criticism, improving fighting strength in Party activities. Mass mobilization work, leadership of mass organizations are closely and regularly concerned; the material and spiritual life of cadres and Party members is cared for, creating a positive atmosphere and motivation for each Party member of the Party Cell.

The Party Cell of the Executive Committee also proactively allocates resources, time, mobilizes and shares within the Party Cell to effectively and qualitatively carry out assigned tasks, while maximizing the capacity of each cadre and Party member. Promote the work of Party building and rectification, enhance the role and effectiveness of the Party's leadership, and the pioneering and exemplary role of cadres and Party members.

However, Secretary of the Executive Committee Party Cell, Deputy Editor-in-Chief Nguyen Thi Minh Hang also pointed out some shortcomings and limitations such as: leadership and direction in implementing political tasks are sometimes not close, and there are still party members who have not fully promoted their responsibilities in their work. In self-criticism and criticism, some cadres and party members in the Party Cell have not been proactive, bold, and straightforward in contributing opinions in Party Cell activities. Thematic activities have been improved, with richer content, but there are still some party members who have not actively participated in discussions, and have not promoted the pioneering role of young party members.

In the 2025 - 2027 term, the Party Cell of the Executive Committee determines to strengthen solidarity and unanimity, promote democracy, strive for creativity and innovation; continue to improve the capacity and fighting strength of grassroots party organizations and the quality of cadres and party members; build a clean and strong Party Cell in the agency in all aspects. Lead cadres and party members in the Party Cell to unite and strive to fulfill the political and professional tasks of the unit. Focus on training and fostering political theory and professional knowledge for cadres and party members, gradually improving the quality of cadres and party members in the Party Cell.

Emphasizing that the Executive Committee is the "bread and butter" committee, which directly undertakes vital tasks related to finance, logistics, administration, technology and internal operations, the Party Secretary and Editor-in-Chief of the People's Representative Newspaper stated, "If the newspaper is likened to a dynamic living body, the Executive Committee is the circulatory system and backbone that ensures all activities operate smoothly, effectively, disciplined and economically.

Appreciating the results achieved by the Executive Committee Party Cell in the 2022-2025 term, the Party Secretary and Editor-in-Chief of the People's Representative Newspaper acknowledged that in the context of having to regularly save on expenses, the Party Cell has proactively advised on many effective solutions: from building a financial autonomy plan, cooperating in advertising and communication according to the "barter" model to ensuring the safety of the technical system - operating servers in all conditions. Internal administration, procurement, labor contracts, cadre regimes, salary policies, allowances... are all carried out in accordance with regulations, publicly and transparently, demonstrating a solid level of political will and capacity.

However, in the face of new requirements and contexts, especially the goal of comprehensive digital transformation, financial autonomy according to the roadmap, and development of professional, modern, and humane journalism, Party Secretary and Editor-in-Chief of the People's Representative Newspaper Pham Thi Thanh Huyen suggested that the Party Cell of the Executive Committee needs to be more proactive and innovative.

Specifically, it is necessary to continue to maintain political will, do a good job of ideological work, create a foundation of unity in perception and action among cadres and party members. Promote the digitalization of administrative - financial - operational work, maximize cost savings, increase management efficiency, and gradually build a "digital governance" model to serve digital journalism.

At the same time, be proactive and creative in financial and asset management, take advantage of cooperation opportunities with potential partners, promote revenue-generating activities, and ensure sustainable resources for the Newspaper. Maintain discipline and public ethics, improve staff capacity, regularly review and improve work processes, and promote collective intelligence. Ensure information security and technical infrastructure, and strengthen close coordination between the Board of Trustees and the Content Committees to serve political tasks more professionally and effectively.
