Local people reported that although the investor and local authorities had fenced off, erected warning signs and installed barriers, many motorcyclists still deliberately entered and exited the coastal road construction project connecting Hai Phong with Thai Binh (coastal road project) at the intersection with Pham Van Dong street in Minh Duc ward, Do Son district, Hai Phong city.
On the afternoon of July 22, speaking with Nguoi Dua Tin , Mr. Nguyen Manh Ninh - Vice Chairman of Minh Duc Ward People's Committee, admitted that this situation exists.
Mr. Ninh said that the coastal road project, the 2.9 km long section passing through Do Son district, is located entirely in Minh Duc ward, passing through 5 residential groups: Nguyen Hue, Quang Trung, Ngo Quyen, De Tham and Dan Tien.
After the incident of the youngest singer in Vietnam dying in an accident on this unfinished road (July 1, 2023 - PV), the investor and local authorities have barricaded the intersection with Pham Van Dong Street in the ward with large concrete slabs.

“About 3 months ago, the contractor of the project to invest in building the road from the coastal road (Km1+00) to Van Bun intersection proposed to open the barrier to let vehicles carrying materials pass. However, they did not manage it well, causing residents in the ward to frequently drive vehicles in and out, potentially posing a high risk of traffic safety.
Faced with this situation, on July 18, Do Son District Police, Do Son District Urban Management Department, Minh Duc Ward People's Committee, and the coastal road project investor met to agree to erect warning signs and install barriers to prevent vehicles from entering the project. However, there are still some local workers riding motorbikes through the project to go to work at Do Son Industrial Park," Mr. Nguyen Manh Ninh informed.
According to Mr. Ninh, the people of Minh Duc ward are very upset when the contractor has left the project “shelved” for a long time. Meanwhile, this is an important route, convenient for both traffic and trade. At many meetings of the People’s Council of Minh Duc ward, voters in the ward requested to complete the project soon to avoid “hurting” the people.

Regarding the coastal road project, according to information from the Hai Phong City People's Committee, the project has a total length of nearly 30 km, of which the section passing through Hai Phong City is nearly 21 km long, nearly 9 km passing through Thai Binh province. The investor is a joint venture between Construction Corporation No. 1 - JSC (CC1) and Bui Vu Investment and Construction Joint Stock Company. The enterprise assigned by the investor to directly manage and implement the project is Hai Phong Coastal Road Investment Company Limited.
The total initial investment of the project was over 3,400 billion VND in the form of public-private partnership (BOT). It later increased to 3,800 billion VND. Of which, 720 billion VND is the State capital participating in the project implementation, taken from the Government bond capital used to serve the site clearance work in Hai Phong City. The rest is the investor's capital and loan capital. The project recovers capital through toll collection, expected to take 23 years.
The coastal road project started in 2017 and was expected to be completed in 2019. After being extended several times, the last time until the end of 2023, the project has been "shelved" for more than a year, when about 70% of the work had been completed.
In Document No. 383/BC-UBND, Hai Phong City People's Committee informed that the biggest difficulty that caused the coastal road project to be "shelved" was related to the application of regulations on loan interest rates, leading to a large difference between the interest rate that the project enterprise had to account for with the lender and the interest rate settled according to the provisions of the BOT contract.
The failure to adjust the loan interest rate leads to great risks for the investor. Therefore, the investor of the coastal road project has issued Document No. 150/HPRC-DA on stopping the implementation of BOT Contract No. 68/HD.BOT until the parties negotiate and adjust the loan interest rate and the principles for determining the loan.
Hai Phong City People's Committee has issued Document No. 2482/UBND-GT reporting and requesting the Prime Minister to agree in principle to adjust the loan interest rate of the BOT Contract for the Coastal Road Project. The locality is currently waiting for the direction of the Central Government.

To promote the advantages of the coastal road project, Hai Phong City has invested nearly 960 billion VND from the budget to implement the project to invest in building a road from the coastal road (Km1+00) to Van Bun intersection, Do Son district and more than 924 billion VND to implement the project to invest in building a road connecting provincial road 354 through Kien Thuy Industrial Park to the coastal road in Doan Xa commune (Kien Thuy district).
This leads to a paradox, while Hai Phong City is focusing on speeding up the completion of two connecting routes, the coastal road project has no "finish" date yet.
