Participating in the discussion, delegate Nguyen Van Canh (Binh Dinh delegation) was concerned that recently, there have been a number of incidents of parents assaulting teachers, or students insulting teachers, while in the past, this situation almost never happened.
"This affects the tradition of respecting teachers and the image of teachers," said Mr. Nguyen Van Canh.
Therefore, delegate Canh suggested that Article 11 of the draft Law should include clear regulations on what parents and students are not allowed to do with teachers. Specifically, it should be stipulated that parents are not allowed to resolve conflicts directly with teachers but must go through the school board, parent representatives, and state agencies.
Also related to the regulations on what not to do in Article 11, delegate Nguyen Van Manh (Vinh Phuc delegation) proposed adding the content that teachers' honor, dignity, and body must not be insulted to ensure that teachers are protected and help teachers feel truly secure in their profession, feel secure in their work, and contribute to the cause of education.
School is a place to teach literacy and cultivate character.
Concerned about the regulations on teacher recruitment, delegate To Van Tam (Kon Tum delegation) noted that the draft Law has given the right to recruit teachers to the education management agency to preside over the recruitment or to delegate, authorize or the head of the educational institution to carry out the recruitment at points a and b, clause 2, Article 16.

Mr. To Van Tam said that such delegation of authority will create a basis for educational management agencies and educational institutions to recruit teachers to meet the requirements of the education sector as well as take the initiative in coordinating staffing and teachers in the education sector.
However, delegate Tam suggested that it is necessary to clearly explain what a highly qualified person or talented person is in point a, clause 3 on priority cases to make it easier to implement when recruiting, ensuring the feasibility of the regulation.
Regarding the professional standards for teachers in Article 14 of the draft Law, the delegate stated that education plays an important role and teachers are the center, the ones who decide the quality of training and educating people, directly influencing and imparting thinking, ideology, and knowledge to generations of learners.
Therefore, high demands on teachers are not only on ethics, standards, exemplary behavior, understanding, and creativity, but also on the qualities and political ideology of teachers. The political qualities and ideology of teachers are fundamental factors that play a leading role in guiding the moral development of the teaching staff.
Schools are not only places to teach literacy and scientific knowledge, but also places to train and impart the qualities and personalities of learners. From the above analysis, delegate To Van Tam proposed to add standards on political and ideological qualities to Clause 1, Article 14 of the draft Law.
The situation of local teacher surplus and shortage is increasingly serious.
Delegate Tran Van Thuc (Thanh Hoa delegation) agreed and highly agreed with the draft Law giving the education sector the initiative in recruiting and using teachers. Accordingly, the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs are the agencies in charge of developing strategies, projects, development plans, and total staffing of teachers under their management authority to submit to competent authorities for decision.
At the same time, coordinate the number of teachers in public educational institutions according to the number assigned by competent authorities; educational management agencies or educational institutions take the lead in recruiting teachers.

According to Mr. Thuc, this is a very important regulation that can immediately resolve the most difficult and increasingly serious problems of teacher surplus and shortage for many years in many localities, including Thanh Hoa.
From practical management experience in the education sector, delegate Tran Van Thuc said that the situation of local teacher surplus and shortage, especially for primary and secondary school teachers implementing the general education program, is increasingly serious. One of the main reasons is that educational management agencies lack a leading role, so they cannot be proactive in recruiting and using teachers.
The Thanh Hoa delegation delegate also agreed with the proposal that the basic salary according to the teacher salary scale be ranked highest in the administrative and career salary scale system, with preferential allowances and other allowances depending on the nature of the job and the region.
