On November 9, Hanoi organized the commercial operation of the elevated section of the Hanoi pilot urban railway project, the Nhon - Hanoi Railway Station section (elevated section). These are 2/14 urban railway lines in Hanoi that have been implemented and put into use.
However, according to National Assembly delegates and experts, completing all 14 urban railway lines for Hanoi will be an impossible task without a breakthrough solution.
Need special mechanism to mobilize diversified resources
Speaking with Tuoi Tre Online , delegate Nguyen Quang Huan ( Binh Duong ) said that to speed up the investment process of urban railway projects in Hanoi or Ho Chi Minh City, many breakthrough mechanisms are needed.
There needs to be a new, "tailored" and superior legal framework and mindset to solve problems of planning, site clearance, land recovery, capital mobilization, investment procedures, etc.
According to Mr. Huan, it is necessary to build a complete and synchronous urban railway system planning with a long-term and broad vision. Procedures need to be simplified to shorten the time for project preparation, implementation, and site clearance.
Besides, urban railway projects require huge capital, so it is necessary to prioritize routes in accordance with the allocated budget.
At the same time, we cannot completely depend on central budget support, but need a specific mechanism to diversify resources and mobilize the private sector.
To attract economic sectors, he said it is necessary to consider a mechanism to franchise the exploitation of part of the infrastructure, participate in investment, and develop auxiliary system projects within the planning to reinvest in infrastructure.
To serve upcoming projects, the railway industry needs a "huge" human resource in the coming time.
Thus, there needs to be policies to encourage and orient human resource training, as well as attract talent to serve construction, operation and exploitation.
For a large project with a long investment period, the investor will usually have to hire a project management consulting unit. Therefore, the domestic consulting team also needs to improve its capacity.
“To serve this purpose, it is necessary to study the establishment of a highly qualified management board, including project management skills and technical skills.
In addition, we should conduct open and transparent bidding to select consulting, construction and equipment supply packages," Mr. Huan suggested.

Ordering mechanism for private enterprises to implement urban railways
Delegate Hoang Van Cuong (Hanoi) stated that the focus is on investing in building 14 urban railway lines into a railway network system connecting all areas of the capital.
This will reduce personal vehicles, solve environmental pollution problems, expand economic activities, and develop new urban areas.
When completed, this railway system will help to spread economic activities concentrated in the inner city to new urban areas; connecting the provinces of Bac Ninh, Vinh Phuc, Hung Yen, and Ha Nam to become satellite cities of Hanoi, according to Mr. Cuong.
Emphasizing the urban development model associated with public transport (TOD), Mr. Cuong proposed to apply it not only to new urban areas but also to urban reconstruction areas, renovation of old apartments, and spontaneously built old houses in the inner city.
From there, exploit underground space for commercial and service development; overhead space for housing development and resettlement of local residents; ground space for trees and public works.
Delegate Cuong agreed with the proposal to have a build-transfer (BT) form, but not according to the previous mechanism of exchanging land for infrastructure, but implemented in the form of BT with payment using public investment capital. The State uses the budget to purchase important works and products according to State orders.
