On the evening of August 26, a representative of the Traffic Police Department (Ministry of Public Security) said that the Highway Patrol Team No. 2 (Team 2) had verified and clarified the driver driving the car in the wrong direction on the Hanoi-Hai Phong highway.

At the same time, the unit invited the male driver to the headquarters to draw up a penalty report.

Accordingly, after receiving information reflecting that at 7:36 p.m. on August 25, there was a white car (unknown license plate) going in the wrong direction on the Hanoi-Hai Phong expressway (section through Nghia Tru commune, Van Giang district, Hung Yen province), Team 2 sent officers and soldiers to coordinate with Nghia Tru commune police, Traffic Police - Order Team of Van Giang district police, Hanoi-Hai Phong Expressway Management and Operation One Member Co., Ltd. and Vinhomes Joint Stock Company to verify and clarify.

Through verification, the police determined that the car going in the wrong direction with license plate 89A-080.XX was driven by Mr. LCM (born in 1975, residing in Khoai Chau, Hung Yen).

At the police station, Mr. M. said that because he went the wrong way, he drove onto the Hanoi-Hai Phong highway from Km8. Then, he went the wrong way for about 1km, turned around, went the right way, and drove off the highway towards Van Giang district (Hung Yen).

Team 2 has drawn up an administrative penalty for Mr. LCM for driving in the wrong direction on the highway.

According to Decree 100/2019/ND-CP, for this violation, driver M. was fined from 16-18 million VND (at point a, clause 8, article 5), and had his driving license revoked for 5-7 months (point d, clause 11, article 5).

According to current regulations, driving in the wrong direction on a highway and causing a traffic accident with serious consequences or more will be punished with imprisonment. Article 260 of the 2015 Penal Code (amended and supplemented in 2017) stipulates that road traffic participants who violate road traffic safety regulations causing death or damage to the health of others with a bodily injury rate of 61% or more or causing property damage of 100 million VND or more will be prosecuted by competent authorities under Clause 1, Clause 2, Clause 3, Article 260 of the 2015 Penal Code (amended and supplemented in 2017), specifically being punished with imprisonment from 1 to 15 years.
