The Ministry of Information and Communications will coordinate with relevant authorities to strictly handle the phenomenon of some short films with online gangster content on YouTube advertising gambling websites; the situation of livestreaming advertising pornographic and gambling applications on social networking platforms.

On the afternoon of June 5, at the regular press conference of the Ministry of Information and Communications, Deputy Minister of Information and Communications Nguyen Thanh Lam said that through the preliminary results of the inspection team, the Ministry of Information and Communications had discovered initial violations by TikTok Vietnam. Thus, the initial assessments of the Ministry of Information and Communications on the violations of the TikTok platform in Vietnam are well-founded; there are many violations.
In addition to checking and detecting violations, the Ministry of Information and Communications has also met and discussed with the community of content creators and influencers on social platforms, including TikTok.
Deputy Minister Nguyen Thanh Lam said that this meeting has two aspects: detecting and handling violations, whether they are violations of cross-border platforms or violations of individuals and organizations; on the other hand, it is calling for and providing information, disseminating laws to the community of healthy content creators on social networking platforms at home and abroad.
Because they have the right to grasp legal information to comply and implement correctly, in order to actively contribute to creating a healthy social networking platform space, and at the same time contribute to raising their voices so that cross-border social networking platforms understand that the healthy, law-abiding trend is a long-term trend and helps them survive and develop when providing services in Vietnam.
Previously, at the regular press conference in April 2023, the Ministry of Information and Communications announced 6 violations of TikTok in Vietnam. Specifically, these violations include TikTok's failure to effectively control content related to politics, anti-Party and anti-State content, fake news, nonsense, toxic content, and danger to children. TikTok uses automatic distribution algorithms to create trends and spread content to attract views, regardless of the offensiveness, causing negative impacts on the community and young people.
In addition, TikTok has also opened an e-commerce segment, leading to the third violation: the platform does not have effective measures to prevent commercial activities, business, trading, and advertising of counterfeit goods, fake goods, aphrodisiacs, and functional foods of unknown origin.
* Regarding the standardization of mobile subscriber information, the Ministry of Information and Communications has requested telecommunications enterprises to implement measures to review and clarify the ownership of subscriber numbers owned by organizations and individuals who own multiple SIM cards (≥10 SIM cards/documents of organizations and individuals) to ensure that all subscribers registered and owned by customers who are organizations and individuals are accurate and in accordance with the subject and purpose of use.
Since April 2023, the Ministry of Information and Communications has also organized 82 inspection teams nationwide to inspect compliance with the law on management of terrestrial mobile telecommunications service subscriber information, expected to end in June 2023. The goal of this large-scale inspection focuses on strictly handling the situation of taking advantage of and using other people's information to register subscriber SIMs; the situation of intentionally registering multiple subscriber SIMs for circulation on the market without transferring the right to use.
* At the press conference, the Office of the Ministry of Information and Communications said that the situation of livestreaming advertising pornographic and gambling applications on social networking platforms has been increasingly flourishing and taking place openly in recent times. In addition, the phenomenon of some short films with online gangster content, premiered on the YouTube platform and the situation of service vehicles openly pasting decals advertising gambling websites have also been reported and recorded by the press.
The Ministry of Information and Communications requests that press agencies continue to promote information dissemination and warnings to the public. At the same time, specialized units under the Ministry of Information and Communications are also responsible for coordinating with relevant authorities to take measures to strictly handle this phenomenon.
The representative of the Office of the Ministry of Information and Communications said that the Ministry of Information and Communications has been fighting fiercely against cross-border social networking platforms. From April 15 to May 15, 2023, at the request of the Ministry of Information and Communications, Facebook blocked and removed more than 399 articles posting false information and propaganda against the Party, the State, brands, individuals and organizations, reaching a rate of 91%; Google removed 1,901 violating videos on YouTube, reaching a rate of 94%; and TikTok blocked and removed 51 violating links posting false information and negative content, reaching a rate of 98%.
