After fully fulfilling financial obligations, relevant units of Dong Thap province are ready to re-grant the sand mine to Hai Dang Joint Stock Company to continue exploiting it to serve the construction of the Can Tho - Ca Mau expressway.
On December 11, speaking with Giao Thong Newspaper, an official from the Dong Thap Province Tax Department said that, up to now, Hai Dang Joint Stock Company has paid taxes and fees as required and basically completed its financial obligations as prescribed in the exploitation of sand mines for the construction of the Can Tho - Ca Mau expressway.
Contractors are waiting to resume sand mining to serve the construction of the Can Tho - Ca Mau expressway.
Meanwhile, the Department of Natural Resources and Environment (DONRE) of Dong Thap province also said that when it has fulfilled all financial obligations, Hai Dang Joint Stock Company needs to have a specific report and complete all relevant documents and procedures so that the Department can consider reopening the sand mine so that the company can continue to exploit it to serve the construction of the expressway.
A representative of Hai Dang Joint Stock Company said that due to some difficulties, the company was late in paying taxes according to state regulations in previous months. However, the company has now completed the process.
Hai Dang Joint Stock Company also informed that, according to regulations, enterprises that owe taxes for 90 days will be forced to exploit the mine. Although the deadline has not yet come, the local authorities have closed the mine, not allowing exploitation, causing many difficulties for the enterprise.
"We hope that the locality will create favorable conditions for sand mining enterprises to bring sand to the construction site, because the progress is very urgent," said a representative of Hai Dang Joint Stock Company.
Previously, Hai Dang Joint Stock Company was granted a sand mine in Thuong Thoi Tien town, Hong Ngu district (Dong Thap) to exploit for the Can Tho - Ca Mau expressway.
This mine has an area of 11.74 hectares, starting exploitation on December 1, 2023. The total reserve of sand and fill minerals that can be exploited is 862,216m3. The exploitation capacity is 736,216m3/year.
The lowest mining depth is -15m. Open pit mining method. The project's operation time is 1 year and 8 months. Of which, the mining time is 14 months and the environmental rehabilitation time to close the mine is 6 months.
This is the first sand mine in Dong Thap province to increase its capacity by 20% compared to the initial daily mining volume that was approved. Currently, the sand mine has about 20,000m3 of sand left before it runs out of reserves permitted for exploitation to serve the construction of the Can Tho - Ca Mau expressway.
The Can Tho - Ca Mau Expressway Project has a total investment of more than VND 27,200 billion, divided into two component projects including Can Tho - Hau Giang, 36.7km long, with an investment capital of over VND 9,700 billion, and Hau Giang - Ca Mau, 72.8km long, with a capital of nearly VND 17,500 billion. The total demand for sand for the entire project is about 18.1 million m3. In 2023 alone, 9.1 million m3 is needed and in 2024, 9 million m3 is needed.
Construction started on January 1, 2023. According to the recent direction of the Prime Minister, the project must be completed and put into operation by the end of 2025.
