This decision was adopted in Resolution 26 of the Da Nang City Party Committee on April 22, replacing the previous Resolution 25 which had received much disapproval from the people.

According to the new plan, among the 18 commune-level administrative units formed after the reorganization (from 36 wards and 11 communes), Da Nang has used the names of 7 existing districts to name one new ward, including Hai Chau ward, Thanh Khe ward, Son Tra ward, Ngu Hanh Son ward, Lien Chieu ward, Cam Le ward and Hoa Vang commune.
Notably, many new wards are named after villages with long histories, dating back to the time of King Đồng Khánh, such as Thạch Thang, Hải Châu, Thạc Gián, and An Hải village. Some famous place names are also used to name new communes, for example, Hải Vân ward (formed from the merger of Hòa Hiệp Bắc ward, Hòa Hiệp Nam ward and Hòa Bắc commune, associated with Hải Vân Pass) and Bà Nà commune (formed from the merger of Hòa Ninh and Hòa Nhơn communes, associated with Bà Nà Hills tourist area).

Compared to the previous plan, the Hoang Sa Special Zone is the only administrative unit that retains its original name. This change in naming convention was made to listen to public opinion and to align with the naming conventions of Quang Nam province, given the ongoing merger of the two localities.
According to the merger plan, the new Da Nang City is expected to have 106 communes and wards and the Hoang Sa Special Zone, with a total area of over 11,859 km2 and a population of over 2.7 million people. With this area, the new Da Nang will become the largest centrally-governed city in the country.
