Da Nang: Sustainable growth through people-to-people diplomacy

Following the success of the Forum of Friendship and Cooperation Cities taking place in 2025, Da Nang city continues to expand international cooperation, especially in economic diplomacy and people-to-people diplomacy, to promote growth and sustainable development.

In line with the foreign policy of the 13th National Party Congress, in recent times, Da Nang city's foreign affairs with a focus on economic diplomacy have been vibrant, spreading across all channels and many fields, demonstrating an active role in many important bilateral and multilateral forums and cooperation mechanisms.

Economic diplomacy promotes sustainable development
In 2024, Da Nang attracted more than 213 million USD in FDI capital, notably the VINA III ICT Factory project invested by Dentium Co., Ltd. (Korea), with a total investment capital of up to 177 million USD.
In order to sign multi-million dollar cooperation agreements, Da Nang has proactively “knocked on the door” and welcomed potential partners from different countries and regions. This year alone, the city successfully organized 12 delegations of city leaders to promote investment, trade and tourism in countries and territories that are partners, key and potential markets such as: China, the US, Europe, Korea, Japan.

The city leaders also welcomed and worked with about 100 international delegations to learn about the investment environment in the fields of innovation, high technology, semiconductors and artificial intelligence, developing free trade zones and regional financial centers, including Qualcomm Group, NVIDIA Group and ADANI Group.

Meetings and cooperation conferences not only bring in FDI capital but also create opportunities for cooperation in many important fields, from high technology to semiconductors, artificial intelligence, and innovative industries. In 2024, the city will also organize 8 seminars and investment promotion conferences, including international events such as: "Da Nang Semiconductor Day 2024" and "Da Nang-Daegu ICT Investment Promotion and Trade Connection Conference".

Not only that, Da Nang also focuses on developing the city's key sectors such as tourism, logistics services associated with seaports and international airports, information technology, high-tech industry and finance - banking. The city has developed synchronous policies to support businesses in the process of researching and deciding to invest in the fields that Da Nang prioritizes. These policies not only facilitate but also bring practical advantages to investors, helping them feel secure and confident when cooperating with Da Nang.

Motivation from people's diplomacy
According to Mr. Ho Ky Minh, Vice Chairman of the City People's Committee, one of the barriers that Da Nang faces in the process of international integration is culture and language. In the context of international integration, communication is not simply the exchange of information in language, but also the understanding and mutual respect of culture and tradition.

Along with Party diplomacy and State diplomacy, the city has promoted people-to-people diplomacy, considering it a “soft power”, to enhance sincerity, solid trust, respect and equality between Da Nang and international friends. Accordingly, in recent times, the bright spot in the picture of people-to-people diplomacy is the vibrant development of district-level foreign affairs activities in the city, forming relationships with Korean localities, such as the cooperative relationship between Hoa Vang district and Yeongyang district, Bonghwa district; Son Tra district with Gurye district and Hai Chau district with Uiwang city.

In particular, Da Nang has focused on overseas Vietnamese affairs, encouraging overseas intellectuals and experts to participate in the city's science and technology projects. In 2024, the city has strengthened cooperation with overseas Vietnamese in the fields of semiconductors and high technology, creating opportunities for Vietnamese intellectuals to contribute to the development of Da Nang.

Chairman of the City Union of Friendship Organizations Nguyen Ngoc Binh said that the results of the city's international cooperation map will be a potential space for foreign affairs in general and people-to-people diplomacy in particular to connect, promote, exploit, expand cooperation, and effectively invest in the areas that the city is aiming for, in accordance with the orientations and policies of the Party, National Assembly and Government issued specifically for Da Nang.

Mr. Nguyen Ngoc Binh emphasized: "Currently, people's diplomacy also aims to serve the socio-economic development of the country and locality. Therefore, Da Nang's people's diplomacy cannot stand aside, but will actively contribute more effectively to the general foreign affairs and development of the city."

At the Da Nang Friendship and Cooperation Cities Forum 2025, Da Nang Party Secretary Nguyen Van Quang emphasized that, based on the foundation of sincere feelings, solid trust, equal respect and the goal of working together towards prosperity, the city identifies economic diplomacy as the spearhead, promotes science and technology diplomacy as the core, continues to strengthen international cooperation, focusing on priority areas such as science and technology, innovation, knowledge economy and sustainable development fields.
