Da Nang: Proposal to soon complete and put software park No. 2 into operation

DNVN – At the 21st session of the Da Nang City People's Council, which opened on December 11, the Economic and Budget Committee of the City People's Council proposed to urgently complete the project to soon put the infrastructure of the software park No. 2 into operation.

Through monitoring the project "Developing semiconductor chips and microcircuits in the city", reported at the 21st session of the Da Nang City People's Council opening on December 11, the Economic - Budget Committee of the City People's Council recommended urgently completing the project to soon put the infrastructure of the No. 2 Software Park into operation.

The Committee proposed that the People's Committee of Da Nang City direct the study and review of legal bases to determine the starting price for the auction of leasing premises of the No. 2 Park (phase 1) to ensure that it is consistent with the practical situation of the locality, creating a stable investment environment and achieving the goal of developing the city's key economic sectors according to Resolution 136/2024/QH15 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City.

The Committee also recommends reviewing the organization of reasonable zoning, adding areas providing banking services, transaction counters, restaurants or canteens... ensuring compliance with the provisions of Article 7, Decree 154/2013/ND-CP on zoning in concentrated IT zones. Proactively research and reserve areas to attract investors and strategic partners in the spirit of Resolution 136/2024/QH15.

At the same time, the City People's Committee needs to clarify other necessary information such as the lease period, the adjustment of the rental fee after a stable 5-year lease period; the rights and obligations between the parties (management and operation organizations; organizations and individuals renting the premises and the agencies, organizations and units arranged). At the same time, promptly advise the City People's Council to stipulate the content of expenditures and the level of expenditures for the management unit of the No. 2 Park Management Area according to regulations.

Previously, at the 20th session on October 30, the People's Council of Da Nang City approved the adjustment of the investment policy for the project of the No. 2 Software Park (phase 1, in Thuan Phuoc ward, Hai Chau district) with a total cost of more than 414 billion VND to complete 3 synchronous blocks (20-storey ICT, 8-storey ICT1 and 8-storey ICT2).

The project of the No. 2 IT Park started construction in 2020, investing in infrastructure and basic construction items of the 3 blocks ICT, ICT1, ICT2 with a total capital of nearly 1,000 billion VND from the city budget. Thus, after adjustment, the project of the No. 2 IT Park (phase 1) has increased the total investment to more than 1,400 billion VND from the city budget.

This is a key project of Da Nang in the period of 2021 - 2025 to promote domestic and foreign investment attraction in the city's IT sector. At the same time, it helps businesses quickly access government policies, support and incubate startups, promote, expand and develop the IT market...

The Prime Minister also issued Decision 1238/QD-TTg (October 22, 2024) approving the expansion of the Concentrated IT Park - Da Nang Software Park with an expanded area of ​​28,573 m2 of land, operating according to the functions and tasks of the Concentrated IT Park specified in Article 4, Decree 154/2013/ND-CP dated November 8, 2013 of the Government.
