DNVN - The Department of Science and Technology of Da Nang urgently develops Resolutions of the City People's Council on specific policies for science and technology development and innovation to be implemented immediately after Resolution 136/2024/QH15 of the National Assembly takes effect from January 1, 2025.
Breakthrough policies, removing many obstacles
Deputy Director of the Department of Science and Technology (DOST) Le Thi Thuc said that Resolution 136/2024/QH15 dated June 26, 2024 of the National Assembly on organizing urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City has 4 groups of specific policies on science and technology, innovation with breakthrough nature, removing many current bottlenecks and obstacles.
The first is the group of policies exempting corporate income tax (CIT) and personal income tax to create a favorable environment, increase international competitiveness, and promote the development of innovative startups in Da Nang. At the same time, it attracts innovative startups, technology companies, experts, scientists, investment funds, and startup support organizations to the city.
The second is a group of policies to support the development of innovative start-up projects to promote the formation and development of innovative start-up enterprises, especially in the weak stage, facing many risks and challenges of the market. Thereby contributing to helping enterprises overcome the initial difficult stage, creating momentum for development in the next stage.
“When implementing this policy, we will focus more on groups of projects discovered through innovative startup competitions to support project incubation and development, including projects discovered through competitions at universities,” said Ms. Le Thi Thuc.
Third is the policy of allowing controlled testing, in the form of limited-term licensing, for new innovative technologies, products, services, and business models to create favorable conditions and environments for evaluating and perfecting technologies in real conditions.
Encourage creative thinking and breakthrough approaches in some areas and issues that have not been regulated or have been regulated but are not suitable for practice, in order to bring value and efficiency to develop businesses, products and services and contribute to the overall development of the city.
Fourth is the policy on exploiting S&T infrastructure assets to serve innovative startups with regulations on support policies and mechanisms for innovative startups to use innovation spaces, facilities and equipment for research and development.
This is a very necessary mechanism to help young creative projects, startups, startup support organizations, and business incubators have space to work, test products, develop projects, and perfect technology. At the same time, they have the opportunity to access and connect with expert resources and financial resources to develop their businesses.
According to Ms. Le Thi Thuc, all of the above policies aim to facilitate start-up support organizations and innovative start-up businesses, most of which are still weak and facing many difficulties, to be "nourished" in the first 5 years like newly planted trees, to have the best conditions to develop into strong green trees.
Implemented from the beginning of 2025
According to Ms. Le Thi Thuc, currently the Department of Science and Technology of Da Nang is coordinating with the City Tax Department to research and submit to the City People's Council a resolution on criteria, conditions, and related procedures to implement tax exemption policies according to Article 14 of Resolution 136 passed by the National Assembly.
For the group of policies supporting the development of innovative start-up projects, the Department of Science and Technology of Da Nang is building two segments: First, projects are supported through incubators or support organizations at universities. Second, projects that have formed enterprises and want to expand product development, the Department of Science and Technology of Da Nang will directly support.
For the group of controlled testing policies in the form of limited-term licensing, the Department of Science and Technology of Da Nang is also drafting a Resolution of the City People's Council on licensing; types, priority fields... The testing period is 3 years and can be extended in special cases. Focus on new technology fields, new business models... within the scope of the High-Tech Park, Concentrated IT Park and innovation zones of Da Nang City.
Regarding the policy group on exploiting science and technology infrastructure assets, according to Ms. Le Thi Thuc, currently the Department of Science and Technology of Da Nang has facilities with modern equipment but for a long time has been stuck, there is no mechanism for enterprises and incubators outside to exploit and use. This is also the general situation of the whole country, related to the use of public assets.
In Resolution 136, the National Assembly allowed Da Nang City to pilot and the Department of Science and Technology of Da Nang is drafting a Resolution to submit to the City People's Council on criteria, procedures, and processes... so that projects of start-up enterprises, incubators, and start-up support organizations can use science and technology infrastructure assets directly, without auction and with partial state support when using.
“According to the request of the City leaders, in 2024, all the work of developing the City People's Council Resolutions on specific policies on science, technology, and innovation must be completed, so that when Resolution 136 of the National Assembly takes effect from January 1, 2025, the City's policies will be ready for immediate implementation without any gap,” Ms. Le Thi Thuc emphasized.
