On April 11, at the conference to brief and provide press information for the first quarter and April 2025 of Lam Dong province, Mr. Hoang Anh Tuan - Deputy Director of the Department of Construction of Lam Dong province - said that it is not possible to allow 4-wheel electric vehicles to operate again.
The deputy director of this department acknowledged that four-wheeled electric vehicles do not meet the requirements for safe traffic. They do not have doors or seat belts.
"If a sign is posted limiting the maximum speed to 30km/h, other vehicles will also have to go at that speed, because the characteristics of electric vehicles are slow movement, taking up a lot of space and thus will greatly affect general traffic, especially in the area around Xuan Huong Lake," he analyzed.
According to him, not allowing electric vehicles to operate again is based on the criteria of ensuring traffic safety and order above all.
From a state management perspective, Lam Dong Department of Construction assessed that 4-wheel electric vehicles are very effective and convenient but not safe.
From February 16, electric vehicles transporting tourists in Da Lat City must stop operating according to Decree No. 165/2024/ND-CP dated December 26, 2024 (Decree 165). This Decree stipulates that 4-wheel electric vehicles can only operate on routes with signs indicating a maximum operating speed of 30km/h, applicable to all vehicles participating in traffic.
In Da Lat, there are 2 units participating in the pilot of transporting tourists by 4-wheel electric vehicles: Da Lat City Tour Company (piloted since 2018) and Tinh An Tourism Service Development Investment Company (piloted from February 2024) with about 75 vehicles.
In 2024, Da Lat City Tour Company served 382,000 visitors, with revenue reaching 9.8 billion VND. Tinh An Company served nearly 111,000 visitors with revenue of 2 billion VND.
However, this type still has some problems such as lack of suitable parking lots, loose management and operation, and some drivers do not comply with regulations on scope and routes.
