According to the Organizing Committee, the Book and Culture Festival with the theme: Entering the era of national growth with books, aims to honor the value of books and reading culture, affirm the position, role and importance of books in improving knowledge, skills, developing thinking, educating and training human personality; encourage and develop the reading movement in the community, create a favorable reading environment, form reading habits in families, schools, agencies, organizations, contributing to building a learning society.

Propagating and mobilizing to enhance the responsibility of all levels, sectors, agencies, units and socio-political organizations for building and developing Vietnamese reading culture, actively participating in responding to Vietnamese Book and Reading Culture Day to become a meaningful and positive activity in the community.

On the other hand, honor readers, creators, publishers, printers, libraries, book keepers, collectors, promoters and organizations and individuals who have contributed to the development of community reading culture. Create a friendly and healthy environment for readers to have the opportunity to exchange and study to improve people's knowledge in the period of national innovation and integration.

It is known that up to now, most schools in Da Huoai district have arranged reading periods in the official timetable of the school's curriculum.
