The Thanh Nien newspaper recently reported on the issue of "Teacher shortage but no contract signing" in schools in Khanh Hoa province. Now, the Ministry of Interior has issued guidelines allowing the continuation of contract signing to address the difficulties in teacher recruitment.


In response to document No. 10929/UBND-TH dated September 30, 2024, from the People's Committee of Khanh Hoa province requesting guidance on the implementation of professional and technical labor contracts in educational and training institutions, the Ministry of Interior has the following opinion:

Regarding professional and technical employment contracts in educational and training institutions, the Ministry of Interior provides guidance as follows: In cases where the allocated number of teaching staff has not been fully recruited due to difficulties as mentioned in Official Letter No. 10929/TH-UBND, the People's Committee of Khanh Hoa province is requested to guide educational institutions to sign professional and technical employment contracts for the remaining staff who have not yet been recruited compared to the number of staff allocated by the competent authority as prescribed.

Principals of schools in Khanh Hoa province are still permitted to recruit teachers under labor contracts in accordance with Decree No. 111/2022.

Thus, school principals in Khanh Hoa province are still allowed to recruit teachers under labor contracts according to Decree No. 111/2022, resolving difficulties in teacher recruitment.

Previously, according to the Khanh Hoa Department of Education and Training, many schools in the province were facing difficulties in recruiting teachers. Specifically, some localities were implementing recruitment according to regulations, prohibiting the hiring of teaching staff during this period. Localities that had already recruited teachers for the 2023-2024 school year but had not yet met their quotas were required to continue developing recruitment plans, and therefore were not permitted to hire teaching staff under contract.

On the afternoon of October 23rd, Mr. Dinh Van Thieu, Vice Chairman of the People's Committee of Khanh Hoa province, chaired a meeting with the Department of Internal Affairs, the Department of Education and Training, the Department of Finance, etc. After hearing the opinions of the meeting participants, Mr. Thieu instructed the Department of Internal Affairs to urgently propose to the Ministry of Internal Affairs to guide the province on the mechanism for implementing professional labor contracts for teachers; the Department of Education and Training to review and re-determine the teacher staffing quotas in schools for the 2024-2025 school year so that relevant departments and agencies have a basis to advise the Provincial People's Committee on resolving difficulties related to teacher recruitment and placement; and localities still lacking teachers to urgently organize supplementary recruitment.
