Many projects create livelihoods for people to reduce poverty

Thai Nguyen: Phu Luong district "poured" more than 14.5 billion VND to implement poverty reduction, creating livelihoods for people in difficult circumstances.

Implementing the National Target Program on Sustainable Poverty Reduction, in the period from 2021 - 2025, Phu Luong district (Thai Nguyen) has allocated more than 14.5 billion VND in capital to support poverty reduction projects.

With that capital, Phu Luong district has implemented many effective poverty reduction projects such as: Project 2 (Diversifying livelihoods, developing sustainable poverty reduction models) with a total budget from 2021 - 2024 of more than 5.6 billion VND.

In particular, the locality has implemented 9 projects on raising cows, goats and buffaloes in Yen Trach, Dong Dat, Phu Ly, On Luong and Hop Thanh communes; in 2022, it will implement 1 project on raising hybrid Sind cows in Yen Trach commune, raising breeding buffaloes in Phu Ly commune; in 2023, it will implement 5 projects including: Raising goats in Yen Do commune, raising hybrid Sind cows in Dong Dat and Yen Trach communes, raising buffaloes in Phu Ly and On Luong communes.

In particular, in 2024, Phu Luong district will implement 3 buffalo breeding projects in Phu Ly, On Luong, and Hop Thanh communes (currently being implemented). The total number of households benefiting is 111 (including 81 poor households, 19 near-poor households, and 11 households that have just escaped poverty within 36 months).

For Sub-project 1 under Project 3 on supporting production development in the agricultural sector, the total cost of implementing the phase 2021 - 2024 more than 2.5 billion VND. The number of models implemented is 3 projects, of which 3/3 projects are assigned by the District People's Committee to the Agricultural Service Center for implementation.

To date, 2/3 of the projects have been implemented, including the model of breeding buffaloes in Hop Thanh commune with 17 households and raising buffaloes and cows in Yen Ninh and Yen Lac communes with 41 households participating. In 2024, the project of breeding buffaloes in Yen Ninh, Yen Do and Dong Dat communes will continue to be implemented, with 24 households expected to participate.

These projects are implemented in 6 communes with 102 households receiving project support, including 53 poor households, 41 near-poor households, and 8 households that have just escaped poverty within 36 months. It is estimated that by the end of 2024, 68/102 households will escape poverty or near-poverty.

In Hop Thanh commune, with funding from the National Target Program for Sustainable Poverty Reduction, in 2023, the locality effectively implemented the project "Supporting female buffalo breeding under Sub-project 1 of Project 3". Participating in the project, 17 poor and near-poor households received support for breeding female buffalo with a total implementation cost of more than 460 million VND, of which the state supported 402 million VND, and the remaining participating households contributed more than 58 million VND.

As a poor household participating in the project to support buffalo breeding, Mr. Ma Dinh Thong (Bo Che hamlet, Hop Thanh commune) said that in 2023, his family was classified as a poor household with 3 members, the family's economy mainly depends on rice fields and forests. "Since receiving support for the buffalo, my family has been very excited. Hopefully in the near future, the buffalo will give birth to calves to help my family develop the economy more," Mr. Thong shared.

Poverty reduction results contribute to stabilizing social security and promoting the economy.

Mr. Luong Hai Long - Vice Chairman of Hop Thanh Commune People's Committee emphasized that, implementing the Resolution of the Commune Party Committee for the 2020 - 2025 term, the Commune People's Committee focuses on directing economic development to increase by 5 - 7% annually. In the field of supporting poor households, from 2021 to present, the average annual poverty rate in the commune has decreased by 1.3%, according to the Resolution of the District People's Council, the commune's poverty reduction work has basically been achieved.

According to the review report of the People's Committee of Hop Thanh commune, by the end of 2023, there will be 45 poor households and 47 near-poor households in the commune.

Regarding the National Target Program for Sustainable Poverty Reduction, the commune has based on documents and plans from superiors, in 2023, the District Agricultural Service Center assigned the task of selecting poor, near-poor, and newly escaped-poverty households to implement the project of supporting 17 breeding buffaloes. Through implementing the steps in accordance with the process, by the end of 2023, the buffaloes were handed over to the households.

Every month, the commune also assigns the Direct Service Center to coordinate with local agricultural officers to regularly go to the area to inspect and monitor buffaloes of households to vaccinate and promptly handle any problems that arise. Up to this point, all 17 buffaloes given to local people have been guaranteed to grow and develop well.

"In 2024, the locality will continue to implement the buffalo support program for poor households with the goal of sustainably reducing poverty and avoiding re-poverty," said the Vice Chairman of the People's Committee of Hop Thanh commune.

Talking to PV Dan Viet , Ms. Nguyen Thuy Hang - Vice Chairman of Phu Luong District People's Committee assessed that through implementation, the initial poverty reduction projects in the district have had positive impacts on the socio-economic development of localities and rural areas, ethnic minority areas, contributing to improving the lives of people in the area.

"Thanks to that, the poverty rate has gradually decreased over the years from 5.39% at the end of 2021 to 2.68% at the end of 2023, an average reduction of 1.36% of poor households per year. Every year, poverty reduction work in the district always exceeds the set targets and plans," said Ms. Hang.

According to the Vice Chairman of Phu Luong District People's Committee, the policies implemented in the district on poverty reduction have initially created fundamental changes towards the goal of sustainable poverty reduction for multidimensional poor households in the locality.

"Through practical implementation in the locality, the buffalo farming model has shown to be more effective, less risky than the goat and cow farming model, and is suitable for the ecological, climatic, economic conditions and knowledge and experience of poor households in the district," Ms. Hang assessed and affirmed: "The results of implementing poverty reduction projects and programs in Phu Luong district have contributed to stabilizing and ensuring social security, promoting economic growth and sustainable development."
