The Convention was adopted by the United Nations General Assembly on December 10, 1984 under Resolution No. 39/64 and entered into force on June 26, 1987 after being ratified by 20 countries. On November 28, 2014, at the 8th session, the 13th National Assembly of the Socialist Republic of Vietnam adopted Resolution No. 83/2014/QH13 on ratification of the Convention. Vietnam completed the procedures and submitted the instrument of ratification to the Secretary-General of the United Nations on February 5, 2015 and became the 158th State Party to the Convention on March 7, 2015.
Upon becoming a member of the CAT Convention, Vietnam has proactively issued regulations to develop and perfect regulations to effectively implement the CAT Convention. Colonel, Associate Professor, Dr. Tran Nguyen Quan, Deputy Director of the Department of Legislation and Administrative and Judicial Reform, Ministry of Public Security, said: "Recognizing the important role and position of the CAT Convention, Vietnam has constantly strived to comprehensively deploy measures to effectively implement the Convention in Vietnam and achieved remarkable results, highly appreciated by countries and international organizations."
According to Mr. Quan, one of the results highly appreciated by countries and international organizations is that Vietnam has actively promoted and disseminated laws on preventing and combating torture and the contents of the Convention against Torture.
Focus on training
Since becoming an official member of the CAT Convention, Vietnam has actively organized dozens of cooperation activities with foreign partners in disseminating and guiding teaching skills and the content of the Convention, contributing to capacity building and raising awareness for Vietnamese officers, soldiers, civil servants and public employees, especially the police force, in implementing the Convention against Torture.
Notably, the Ministry of Public Security has coordinated with the Embassy of the Kingdom of the Netherlands, the Clingendael Academy and relevant agencies to organize 10 training courses, each course has 2 classes for hundreds of officers and soldiers directly involved in investigation, temporary detention, temporary imprisonment, criminal sentence execution, legal reporters, lecturers in the People's Police School with the goal that after completing these training courses, those officers and soldiers will continue to carry out propaganda and dissemination tasks to all officers and soldiers in the entire People's Police force;
The Ministry of Public Security also coordinated with the United Nations Development Program in Vietnam (UNDP) and the Embassy of the Kingdom of Belgium to organize conferences and seminars to promote the CAT Convention in different provinces and cities of Vietnam such as Phu Tho, Lao Cai, Da Nang, and Ho Chi Minh City with the participation of international experts.
Awareness raising
Vietnam pays special attention to raising awareness among officials and people about human rights and anti-torture. On January 12, 2018, the Prime Minister issued Decision No. 65/QD-TTg approving the Project on propaganda and dissemination among officials, civil servants, public employees and people about the content of the Convention against Torture and Vietnamese laws on the prevention and combat of torture.
Based on the Prime Minister's Propaganda Project, ministries, branches and 63 localities have developed implementation plans, issued propaganda projects; compiled, published and posted dozens of books and propaganda documents on media, newspapers, radio and television.
Notably, in 2019, the Ministry of Public Security published a book titled "Vietnam's First National Report on the Implementation of the Convention Against Torture" and distributed 10,000 copies to ministries, branches and localities; coordinated the broadcasting of a documentary on the implementation of the Convention against Torture in Vietnam on national television channel VTV1.

In 2020, the Ministry of National Defense organized a video contest to promote the Convention against Torture and Vietnamese laws on preventing and combating torture with 2,530 entries and propaganda activities through dramatization.
On the local side, Tay Ninh province proactively compiled the document "Questions and answers on the Convention against Torture and Vietnamese legal documents on preventing and combating torture" and posted it on the Tay Ninh Province Legal Dissemination and Education Website, and at the same time organized 2 writing contests to learn about the Prime Minister's Project to propagate the Convention against Torture with about 3,000 entries.
With the commitment to become a responsible member state of the United Nations in general and the Convention against Torture in particular, for the goal of building a socialist rule-of-law state of the people, by the people and for the people, participating in and organizing the effective implementation of the Convention against Torture will contribute to perfecting the domestic legal system related to the protection of human rights, while improving the capacity of cadres and civil servants in performing public duties.
Promoting forms of propaganda and dissemination of laws on preventing and combating torture; focusing on raising awareness of officials and people about human rights and combating torture also affirms the efforts, determination and consistent and humane policies of the Vietnamese State in ensuring human rights and civil rights, thereby contributing to enhancing the prestige and image of Vietnam before the international community.
