At the conference to review the work of 2023 and deploy tasks for 2024 of the Government and local authorities, Deputy Prime Minister Le Minh Khai presented a report on the socio-economic situation in 2023 and directions, tasks and solutions for 2024.
The report stated that in 2023, the Government focused on leading and directing the recovery and development of the socio-economy, quickly "turning the situation around, changing the state"; promoting administrative procedure reform, digital transformation, and improving the investment and business environment. The Government established working groups to directly grasp and immediately remove difficulties and obstacles in localities; organized many conferences and meetings to promptly handle important and urgent issues...
Vietnam's national brand value reaches 431 billion USD
As a result, economic growth is among the highest in the region and the world, raising the size of the economy to about 430 billion USD. The macro economy is basically stable, inflation and public debt are controlled, growth is promoted, and major balances are ensured. Economic growth in the following quarter is higher than the previous quarter, the whole year increased by 5.05%, among the highest growth groups in the region and the world. The average annual consumer price index increased by 3.25% (about 4.5% lower than the set target). The agricultural sector is a bright spot, continuing to be a solid pillar of the economy, increasing by 3.83% in 2023, the highest in the past 10 years.
The report highlighted that the state budget revenue in 2023 exceeded the estimate by about 8.12% while nearly VND 194,000 billion in taxes, fees, charges and land rents were exempted, reduced and extended; at the same time, revenue was increased, expenditure was saved, and about VND 560,000 billion was set aside, ensuring sufficient resources for salary reform in the 3 years of 2024-2026.
Vietnam's national brand value reached 431 billion USD, up 1 place to 32nd out of 100 strong national brands with the fastest value growth rate in the world in the period 2020-2022. There were 217,700 newly registered and returning businesses, up 4.5% compared to 2022. Vietnam's business environment ranking increased 12 places.
The Deputy Prime Minister also emphasized that people's lives have improved, with the average income of workers reaching 7.1 million VND/month, up 6.9%; 8,500 billion VND has been allocated for natural disaster prevention and control, and climate change response...
The report also stated that the Government has resolutely implemented the direction of the General Secretary, Head of the Central Steering Committee on anti-corruption and negativity; through inspections, it has discovered and recommended a 7.6% increase in the recovery of state budget funds, and a 12.5% increase in the number of cases transferred to investigation agencies compared to 2022. The investigation agencies of the Ministry of Public Security have investigated over 1,100 cases with nearly 3,000 defendants for corruption crimes. Among them are particularly serious cases under the supervision and direction of the Central Steering Committee, contributing to strengthening people's trust.
In 2023, foreign affairs and international integration will be carried out extensively, systematically, continuously, and with comprehensive success. Especially in the context of strategic competition between major countries, we have welcomed the General Secretary, President of China, President of the United States, and many heads of state and leaders of other countries.
2024: Promote economic growth to reach 6-6.5%
In 2024, it is forecasted that in addition to the favorable conditions of a stable macro-economic foundation, our country's economy will still face many difficulties. The Government has identified the 2024 management theme as "discipline, responsibility, proactiveness, accelerated innovation, sustainable efficiency", focusing on prioritizing growth promotion; resolutely arranging administrative units, promptly completing job positions, synchronously and effectively implementing salary reform, etc.
Specifically, promoting economic growth (6-6.5%), maintaining macroeconomic stability, controlling inflation (4-4.5%), ensuring major balances; stabilizing the value of the Vietnamese Dong; the disbursement rate of public investment capital reaching over 95% of the plan; cutting regular expenditure by 5%.
Focus on 3 growth drivers; renew old growth drivers and effectively exploit new growth drivers. Promote negotiations and sign FTAs with the UAE, Latin America, continue to expand exports to Africa, Halal markets; strive for total export turnover to increase by at least 6% compared to 2023.
Promote the construction and development of a synchronous and modern strategic infrastructure system, striving to complete the goal of having 3,000 km of expressway by 2025. In 2024, complete and put into operation the Ben Thanh - Suoi Tien urban railway. Upgrade maritime routes to Cai Mep - Thi Vai port and Nam Nghi Son port; submit to competent authorities for approval of the investment policy for the North - South high-speed railway project; start construction of a number of expressway projects. The Government is determined not to let there be a shortage of electricity and gasoline.
At the same time, promote the development of cultural industry; synchronously deploy sustainable poverty reduction solutions; develop and implement the Project on developing high-quality human resources for the semiconductor industry by 2030, focusing on training 50,000 - 100,000 workers in the period of 2024 - 2030. Actively implement the project on planting 1 million hectares of high-quality, low-emission rice associated with green growth and mobilize and effectively use the loan of 2.5 billion USD in preferential loans and ODA capital for sustainable development of the Mekong Delta region. Continue to resolutely and effectively implement the Project on building at least 1 million social housing apartments, completing at least 130,000 units by 2024.
