On the afternoon of January 3, Deputy Prime Minister Ho Duc Phoc chaired a meeting of the Steering Committee for Enterprise Innovation and Development on the situation of restructuring state-owned enterprises and enterprise development in the 2021-2026 period.
According to the Steering Committee's report, as of December 15, 2024, 117/667 enterprises had their restructuring plans approved (17% in number). The report shows that large-scale corporations and groups operating in important sectors and fields of the economy are basically operating effectively.
In addition, the plan to handle all 12/12 weak projects and enterprises in the industry and trade sector due to historical consequences has been basically completed and reported to the Politburo for approval. Agencies and enterprises are resolutely implementing the final handling according to the Politburo's conclusion; 4 nitrogenous fertilizer projects have made profits and paid debts on time.
In 2024 alone, the Prime Minister, Deputy Prime Minister, and Head of the Steering Committee have completed reporting to the Politburo for comments on handling the remaining four most difficult and weak projects, including: Phuong Nam Pulp Mill Project, Thai Nguyen Steel Phase 2, Dung Quat Shipbuilding Industry Company Limited, and Viet Trung Steel.
Speaking at the conference, representatives of corporations and groups (PVN, Viettel, VNPT, VRG, EVN, Agribank) proposed that competent authorities take measures to remove obstacles related to divestment; complete the legal basis for divestment of foreign investments; regulate and guide a number of contents related to enterprise management; tax policies; power source investment, etc.
Representatives of the Ministry of Planning and Investment, the Ministry of Finance, the State Bank of Vietnam, the Central Economic Committee, and leaders of Hanoi City also emphasized the need to research, amend, supplement, and perfect institutions to enhance proactiveness and responsibility in production and business activities of enterprises...
After listening to opinions from businesses, ministries, and localities, Deputy Prime Minister Ho Duc Phoc requested that in 2025, research should continue to be conducted to find solutions to remove difficulties and obstacles, especially in determining enterprise value and land prices.
Emphasizing equitization to improve the efficiency of production and business activities of enterprises, Mr. Phoc requested ministries and branches to review and carefully evaluate the actual implementation of equitization in recent times.
He also directed units to research, amend, supplement and perfect legal regulations, especially the Law on Management and Use of State Capital Invested in Production and Business at Enterprises (Law 69) with a spirit of innovation.
The Deputy Prime Minister requested that businesses focus on innovating technology and equipment, improving the quality of human resources, management processes, etc. to improve business performance to meet the requirements of the assigned tasks.
To resolve difficulties and obstacles, the Steering Committee coordinates with businesses to clarify the "address", where the obstacle is, at which stage, and which agency to have appropriate and effective solutions.
Requesting leaders of ministries, branches and localities to take responsibility for the progress of developing the Project on restructuring enterprises, the Deputy Prime Minister requested that the agencies representing owners must complete the approval of the Project on restructuring State-owned enterprises in the first quarter of 2025 according to Decision No. 360 of the Prime Minister.
Ministries and branches, according to their assigned functions and tasks, shall strengthen the urging, inspection and supervision of the implementation of the work of arrangement, equitization and restructuring according to their authority.
The Steering Committee presides over and coordinates with relevant agencies to continue to organize, urge, inspect and evaluate the implementation situation at a number of key agencies and units.
