After 12 years of implementing the National Target Program on New Rural Construction (NRC), all levels of Veterans Associations in Hoang Hoa district have continuously promoted the tradition of "Uncle Ho's Soldiers", promoted the movement "Veterans join hands to build a new rural area" with many practical models, creating a spreading influence and trust among the people, so that everyone can join hands and unite to build a rich and beautiful homeland.

Coming to Hoang Son commune these days, everyone can clearly feel the joy and excitement of the local officials and people when the locality is gradually improving the criteria for building new rural areas. Walking on the wide asphalt road of Ban Dinh village - the first model new rural village of Hoang Son commune, one can see the strong changes in a purely agricultural countryside far from the district center.

Pointing to the tree line with nearly 200 pine trees and shade trees growing green, Chairman of the Association of War Veterans of Hoang Son commune, Hoang Tuan Ngoc, said: Implementing the movement "War veterans join hands to build new rural areas", the Association of War Veterans of the commune has advised the Party Committee and the People's Committee of the commune to implement the model "Bright, green, clean, beautiful", including the model "War veteran trees" planted and cared for by the War Veterans' Association members of the commune. In addition, the branches also undertake to whitewash the entire system of fences of village roads and alleys in the commune; renovate 2 mixed ponds, with about 800m2 to grow lotus; participate in propaganda and mobilize people to contribute to building public lighting lines, renovating mixed gardens, building model gardens... As a result, up to now, Hoang Son commune has 2 villages, Ban Dinh and Tuan Luong, achieving the title of model new rural village. This is also the motivation for villages in the commune to actively participate in building a model new rural village, Hoang Son commune will soon reach the advanced new rural destination according to the set roadmap.

Like the War Veterans Association of Hoang Son commune, over the years, the War Veterans Association of Hoang Thai commune has always promoted its pioneering and exemplary role in all movements and assigned tasks. Chairman of the Association of War Veterans of Hoang Thai commune, Nguyen Dinh Diep, shared: “From taking the lead in demolishing fences, donating land to expand rural roads to converting the structure of crops and livestock, participating with the people in building rural roads, cleaning the environment of village roads and alleys... The Executive Committee of the Association discussed and developed plans close to the actual situation of each branch to determine what needs to be done first and what needs to be done later. With 336 members, operating in 5 branches, most members are exemplary and actively participate effectively in the New Rural Development program. From 2022 to now, the Association of War Veterans of the whole commune has donated 1,764m2 of land to expand rural roads according to the criteria of building a model new rural commune. Contributing hundreds of working days to dismantle fences of households donating land; contributing more than 300 million VND to build cultural houses of villages; planting and caring for 474 shade trees; participating in Together with the people, we clean the environment every Saturday and Sunday; establish the club "War Veterans protecting the environment associated with ensuring the hygiene of canals and ditches" with 57 members, responsible for protecting, dredging, and clearing the flow of 2.7km of canals and ditches; propagate for members to renovate mixed gardens, build 27 model gardens; mobilize members to contribute to buy lime and crayons, and undertake to sweep more than 7,000m2 of fences on village and hamlet roads...

"With the work that the CCB members of the commune have done, they have contributed to building Hoang Thai commune into an advanced NTM commune by 2021 and up to now, the commune has completed the model NTM criteria," emphasized the Chairman of the CCB members of Hoang Thai commune.

Exemplary implementation of many practical activities

After Hoang Hoa district achieved the new rural standards in 2019, the Party Committee and the government of Hoang Hoa district determined to continue to promote the construction of advanced new rural communes and villages, model new rural areas in the direction of rural urbanization and strive to turn the district into a town by 2030. To achieve the above goal, the District Party Committee issued Conclusion No. 46-KL/HU on ensuring environmental sanitation in communes, towns and agencies and units associated with new rural construction; Directive No. 09-CT/HU on "Advanced new rural construction, model new rural areas; model villages and towns in the period of 2021-2025"; Plan No. 99/KH-UBND on landscape embellishment to ensure environmental sanitation in the period of 2019-2025; Plan No. 89/KH-UBND "on each commune and town to build a model village or town per year, period 2021-2025"; Project No. 1089/DA-UBND on renovating household gardens and building model gardens in Hoang Hoa area, period 2021-2025.

Implementing the conclusions and plans of the District Party Committee and the District People's Committee as well as the local key programs, in recent years, the War Veterans Association at all levels in the district have always been pioneers and exemplary in implementing many practical and effective activities, gradually changing the awareness and actions of cadres, members and people, contributing to keeping village roads and alleys clean, building a bright, green, clean and beautiful environment and perfecting the criteria in New Rural Development.

Chairman of the District Veterans Association Nguyen Van Hung said: With the motto "Veterans set good examples, contribute ideas, and contribute to building new rural areas", the association at all levels has organized many meaningful tasks in the process of building new rural areas, advanced new rural areas, and model new rural areas, from which many good models and creative ways of doing things have emerged, contributing to changing the face of the countryside.

A typical example is the model of mobilizing war veterans and their families to donate land, contribute money and working days to expand and upgrade inter-village roads; the construction of fences and house renovations were pioneered by members, creating a great influence in the community. Up to now, war veterans and people in the district have donated land to expand roads with an area of 37,036.2 square meters of residential and production land. Typical examples are war veteran Trinh Van Tuyen in Tuan Luong village, Hoang Son commune, who donated 640 square meters of land; Mrs. Le Thi The's household in Phuong Ngo 2 village, Hoang Luu commune, who donated 247 square meters of residential land...

In addition, the War Veterans Association at all levels in the district also undertook to sweep 18,850m2 of lime to whitewash the fences of village roads and alleys; undertook to paint murals and trim 8,300m of ornamental trees on both sides of the road; organized 18 waste collection campaigns, with 358 members participating, clearing 631km of intra-field canals; cleared and cleaned 87km of roads managed by the War Veterans; planted 14,250 trees for timber, shade trees, and 1,565 fruit trees; organized weeding and caring for the trees planted by the War Veterans.

In particular, every year, the War Veterans Association at the commune and town levels deploys the construction of new models, and the War Veterans Association branches have new jobs. Up to now, 100% of the War Veterans Associations at the commune and town levels have built the "War Veterans Tree Row" model; on average, each commune and town has from 1 to 3 rows of trees; the branches are responsible for taking care of and pruning the trees so that they grow and spread evenly, providing shade to help people reduce the heat on hot summer days. In addition, the model of "War Veterans with traffic safety and building traffic culture", the associations at all levels have undertaken 186 self-managed War Veterans' roads with a length of 132km; the club model "War Veterans protect the environment associated with ensuring the hygiene of canal flows", undertaking the hygiene of the flows of 273 canals, with a length of more than 700km; handling hundreds of waste points that violate regulations, causing environmental pollution, collecting and handling pesticide packaging in the fields... The above contributions of the War Veterans Association at all levels in the district have contributed to building Hoang Hoa district to meet the new rural standards ahead of schedule.

Up to now, the whole district has 5 communes recognized as advanced NTM communes, 1 model NTM commune and 40 model villages and towns, 21 OCOP products. The district is submitting to the province for appraisal and consideration of recognizing 2 more advanced NTM communes and 1 model NTM commune.

“In the coming time, the District Veterans Association will continue to promote its experience and achievements, actively participate in the construction of new rural areas in the locality, strive to be one of the leading political and social organizations in the movement to build advanced new rural areas and model new rural areas, contributing to building Hoang Hoa district into an urban area before 2023”, added Chairman of the District Veterans Association of Hoang Hoa Nguyen Van Hung.
