Hanoi's Ba Vi District has forcibly demolished two illegally constructed villas, each measuring 500-1,000 square meters, on forest land; the demolition date for four others is still being considered.
All six illegally constructed villas, located in the Dong Dam area of Van Hoa commune, were built about 10 years ago, are two stories high, and fully equipped with amenities. Two of them, which had been abandoned, were demolished on May 17th. The remaining four have been subject to demolition orders and the procedures are being finalized.
Mr. Chu Manh Huy, Vice Chairman of Van Hoa commune, said that before the enforcement action, the functional agencies of the district and commune had propagated the message to the homeowners to voluntarily dismantle the illegal structures and restore the original state, but they did not comply.
Explaining why the remaining four villas have not yet been demolished, Mr. Huy said that the owners of these houses are not local residents, making contact difficult. Furthermore, these are solid structures, and demolition would be time-consuming and costly. The cost of demolishing the first two villas was approximately 100 million VND.

The forced demolition of the villas was based on the conclusions of an inspection issued in March 2019 by the Central Inspection Committee and the Hanoi City Party Committee. According to the Central Inspection Committee, the Standing Committee of the Ba Vi District Party Committee violated the principle of democratic centralism and working regulations; neglected leadership, lacked oversight, leading to numerous violations in personnel management, land management and use, construction order management, and project implementation in the district; and failed to strictly comply with inspection conclusions and directives from the Standing Committee of the Hanoi City Party Committee.
The district has disciplined the individuals and groups involved in allowing the construction of permanent residential buildings on forest land in Van Hoa commune.
