Construction of Xuan Thien Hoa Binh lime and lightweight powder factory started at the end of April

The Xuan Thien Hoa Binh Lime and Lightweight Powder Factory Project has a total investment of over VND 8,000 billion; the scale of construction of a factory producing quicklime, hydrated lime and lightweight powder; total capacity of 2.16 million tons of products/year; construction of a 3.2 km, 30 m wide operating road; construction of a cargo loading and unloading port with a capacity of serving about 8.2 million tons/year. According to the plan, the project is expected to start construction in April 2025; phase 1 will be completed in July 2026; and phase 2 will be completed in July 2027. This is a key project of Hoa Binh, when completed, it will contribute positively to the economic restructuring of the province.

The Steering Committee for key projects of the province regularly directs all levels, sectors, Lac Thuy district and investors to resolve difficulties and problems. Up to now, the procedures under the central authority have been basically resolved; the tasks under the authority of the province have been actively implemented. In particular, the investor has implemented the agreement to deposit a deposit to ensure project implementation; the functional departments have assessed the land use needs of the project.

For the construction area of ​​Xuan Thien Lac Thuy port, Xuan Thien Hoa Binh Company Limited was allowed by the Provincial People's Committee to change the land use purpose and lease land for the first phase of 5.06 ha and the second phase of 7.06 ha. For the construction area of ​​Xuan Thien lime and lightweight powder factory, the company was allowed by the Provincial People's Committee to change the land use purpose and lease land for 47.1 ha/166 ha. The Provincial People's Council issued Resolution No. 429/NQ-HDND, dated September 30, 2024 on changing the land use purpose to implement the project. On April 8, 2025, Lac Thuy District People's Committee issued Decision No. 379/QD-UBND to reclaim land managed by Yen Bong Commune People's Committee to build the project of Investing in the construction of Xuan Thien Hoa Binh lime and lightweight powder factory in Yen Bong commune. The Provincial People's Council issued Resolution No. 417/NQ-HDND, dated August 30, 2024, on changing the purpose of forest use to implement the road; Resolution No. 418/NQ-HDND, dated August 30, 2024, on changing the purpose of forest use to implement the factory construction project. The Provincial People's Committee approved the payment for replacement forest planting and the investor has implemented it with the amount of 1,447 billion VND...

Up to now, the investor has built a temporary port to gather equipment and load and unload raw materials for the construction of the factory, concrete road surface and port; formed routes, built concrete mixing stations and some camps.

According to Lac Thuy District People's Committee, the project has a total land use area of ​​158.45 hectares. Xuan Thien Port has cleared 19.68/29.55 hectares, reaching 66%; the factory construction has cleared 95.35/116.47 hectares, reaching 81.86%. The district is directing the implementation of compensation, support and resettlement plans according to plan.

Mr. Nguyen Huy Hoang, Director of Xuan Thien Hoa Binh Company Limited, said: The company registered with the province to start the project of Xuan Thien Hoa Binh lime and lightweight powder factory on April 25, 2025. The Steering Committee for key projects of the province is focusing on directing departments and branches to support the investor in completing the necessary procedures to start the factory as planned. In particular, the investor is requested to complete the dossier and send it to the Department of Agriculture and Environment for appraisal, submit it to the Provincial People's Committee to issue a Decision on changing the land use purpose, land allocation, land lease and land handover in the field. Based on the construction permit dossier proposed by the investor, the Department of Construction supports the review, inspection of the dossier, completion of appraisal procedures, and issuance of a construction permit for the project. The Department of Agriculture and Environment is supporting the investor in preparing a dossier for granting a permit to recover surplus land. The investor is responsible for speeding up the progress of calculating the surplus land volume, preparing documents to send to the Department of Agriculture and Environment for appraisal, and reporting to the Provincial People's Committee. The Steering Committee for key projects is directing relevant agencies to focus on human resources, speed up the progress, shorten the appraisal time, and soon complete the investment preparation work. The investor is responsible for promptly submitting documents according to the progress as a basis for appraisal, and submitting them to the competent authority for consideration and decision.
