This is an inevitable requirement to improve the efficiency, effectiveness and performance of the apparatus, meeting the requirements of building a modern, transparent political system, for the rapid and sustainable development of Vietnam in the new era.

Building a streamlined, efficient and transparent apparatus of the political system; minimizing waste of resources, resolutely streamlining overlapping functions; meeting modern management requirements in the context of digital transformation and international integration are the basic and consistent goals of the revolution in streamlining the apparatus of the political system.

However, during the implementation process, many major challenges have been and are being posed, hindering the progress and results of the reorganization and streamlining process. Requiring all levels and sectors to raise awareness, proactively overcome difficulties and challenges, ensuring that the reform process is carried out thoroughly, sustainably and effectively. Specifically:

Organizational challenges is one of the most difficult problems. The situation of overlapping and duplication of functions and tasks between agencies and units in the political system is currently quite common. This is one of the major challenges, requiring drastic solutions to overcome.

This makes many people feel worried, lack motivation to work, choose "safe" options or show signs of hidden opposition. Streamlining the apparatus not only requires changes in organizational structure, but also a revolution in thinking and management awareness, from focusing on quantity to focusing on quality and efficiency of work. Therefore, it is necessary to promote propaganda, raise awareness, change the thinking of cadres and civil servants, and at the same time resolutely fight against negative manifestations that hinder the process of streamlining the apparatus.

Fourth, policy challenges . Although the Party and State have issued many policies and guidelines on streamlining the payroll, implementation still faces many difficulties and obstacles. In particular, support policies for downsized officials and civil servants such as retraining, career conversion or satisfactory compensation regimes are still implemented in an inconsistent and ineffective manner, causing difficulties for civil servants in stabilizing their lives and finding new jobs.

Therefore, it is urgent to review, supplement and perfect legal regulations on streamlining payroll, ensuring consistency, unity, feasibility and suitability with reality.

These difficulties not only slow down the progress of streamlining the apparatus but also risk affecting people's trust in the leadership of the Party and State.

To successfully streamline the apparatus of the political system, there must be synchronous, comprehensive and practical policies and solutions, ensuring the legitimate rights of cadres and civil servants and creating favorable conditions for them to adapt to change. At the same time, there must be high political determination from leaders at all levels, developing detailed, specific and scientific implementation plans, based on a thorough analysis of the current situation, clearly identifying difficulties and challenges and proposing appropriate solutions.

In addition, it is necessary to focus on changing the mindset and working culture of the staff and civil servants to be truly “loyal, responsible, honest, exemplary, dedicated, and serving the people”, encouraging the spirit of innovation, creativity, aspiration for dedication, and readiness to adapt to the requirements of the new era. Only then will the process of streamlining the political apparatus truly bring sustainable results and contribute significantly to the building of a modern, effective, and transparent political system.

Solutions for maximum efficiency

To streamline the apparatus of the political system to achieve the highest efficiency, it is necessary to deploy a system of synchronous, comprehensive and scientific solutions, ensuring to meet new requirements in the era of digital transformation and international integration. This process not only requires strong political determination but also requires smooth coordination between institutional reform, human resource development, application of modern technology and ensuring consensus in society.

Each solution plays an important role in building a streamlined, strong political apparatus that operates efficiently, effectively, effectively and transparently, contributing to better service, to catch up, progress together and rise strongly to meet the development requirements of the country in the new era.

This process needs to be associated with a reasonable rearrangement of the staff, ensuring that each individual is assigned a job that is suitable to their abilities and strengths to maximize their potential and creativity.
