In a recent meeting of the Central Steering Committee on anti-corruption and anti-negativity, General Secretary and President To Lam affirmed: anti-corruption and anti-negativity "must serve socio-economic development, not to promote anti-corruption and anti-negativity that affects or hinders socio-economic development".
The above reminder from the head of our Party once again raises the need for specific solutions to protect the effective and efficient operation of the Party and State organizations at all levels. That apparatus must have responsible and dedicated cadres, Party members, and civil servants who carry out the “6 dares”; overcome the fear of responsibility, not daring to make decisions, which in reality has partly caused irresponsibility and reduced the effectiveness of our State apparatus.
Along with specific solutions, the leader of our Party also clearly demonstrated his determination to strictly handle degraded cadres and Party members who violate the law and affect the Party's reputation.
Strict handling is absolutely correct. However, in order to achieve optimal results in the work of building and consolidating the Party and the political system in conjunction with the fight against corruption and negativity, we need to pay special attention to the motto and relationship between “building” and “fighting” in building and consolidating the Party organization and the political system.
We always respect and promote the "self-awareness" of cadres and party members. However, when falling into corruption and negativity, cadres and party members are no longer honest with the Party, self-awareness and pure character no longer exist; while the Party organization's control and supervision of cadres and party members is still largely based on self-awareness, on the basis of ethical standards and regulations determined by the Party...
In terms of the state, mechanisms, laws, and the elements of “rule of law” to control, supervise, and manage cadres and party members, first and foremost citizens, are still incomplete and have not yet fully developed. This is a loophole, leading to many consequences that everyone can clearly see.
The Party and the State are actively building and perfecting the institution of "anti-corruption and anti-negativity", focusing on perfecting the institution of controlling power, assets, and income of people in positions of power and authority, overcoming shortcomings and loopholes in mechanisms and policies, etc., contributing to creating a synchronous, unified, and feasible legal system, limiting conditions leading to corruption and negativity.
This is a difficult, complicated and long-term process that takes time, but must be overcome in order for the law to be perfected. Only then can we closely and synchronously combine “rule of law” and “rule of virtue”, making the “construction” element in Party building develop steadily, thereby purifying Party organizations and the contingent of cadres and Party members. When there is a truly clean contingent, operating impartially and effectively in all areas, then the key task of socio-economic development can achieve the conditions for outstanding development.
