Strengthening Party organizations at the grassroots level.

The Party cell of residential area 9, Muong Ang town, holds regular meetings to set forth directions and solutions for implementing leadership tasks in line with actual conditions.

Despite being not far from the center of Muong Ang district, in previous years, the work of developing Party members in Ang To commune faced many difficulties, especially in highland villages such as Huoi Hao, Tho Lo, and Pu Tiu. There were many reasons, but after analysis and assessment by the commune Party Committee, the lack of potential Party members was considered the key issue. Identifying the root cause of the situation, under the leadership and guidance of the Muong Ang District Party Committee, the Ang To commune Party Committee held meetings and proposed many fundamental solutions. Among these, assigning responsibility to each member of the commune Party Committee to oversee, assist, and guide the villages in strengthening propaganda, motivation, and support for the masses to strive to join the Party was prioritized.

Mr. Dao Xuan Hoa, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Ang To commune, said: During the implementation process, the commune's Party Committee directed the members of the Executive Committee and the various associations and organizations to promote patriotic emulation movements, raise awareness, and inspire the will to strive among union members, association members, and young people. Actively carrying out this task, the Youth Union organized revolutionary action programs such as: Youth volunteering, young people joining hands to build new rural areas; supporting policy beneficiary families, people with meritorious services, and the poor in repairing houses, planting and harvesting rice; environmental sanitation; Responding to climate change... The Farmers' Association is participating in the movement "Farmers competing in excellent production and business, helping each other develop the economy "... These practical activities create an environment and conditions for members to strive and affirm themselves, and are an important basis for considering, training, and admitting them into the Party.

With a proactive spirit and high determination, from 2022 to the present, the Party Committee of Ang To commune has admitted nearly 30 new party members and established a new Party branch in Huoi Hao village.

Through various flexible solutions, especially when patriotic emulation movements are intensified and transformed into concrete actions, in recent years, the Party Committee of Muong Ang district has consistently met and exceeded targets for admitting new party members. From the beginning of the 2020-2025 term to the present, the entire district has admitted nearly 600 new party members; of which, 458 are ethnic minority members (76 are Mong ethnic minority members), and 11 are religious followers.

In order to further enhance the Party's leadership capacity, along with the work of developing Party members, the Mường Ảng District Party Committee has continuously innovated its leadership methods in recent times, paying particular attention to promoting the role and responsibility of leaders, and the pioneering and exemplary nature of each cadre and Party member. Mr. Kiều Xuân Hoàng, Secretary of the Xuân Lao Commune Party Committee, said: "The majority of the population are ethnic minorities, and the lives of the people are still fundamentally difficult. Therefore, promoting the pioneering and exemplary role of the cadres and Party members, especially the village Party branch secretaries, is of particular concern to the commune." Recently, in implementing the program to build solidarity houses for poor households in commemoration of the 70th anniversary of the Dien Bien Phu Victory, the team of Party branch secretaries has played a pivotal role at the grassroots level, not only disseminating information and mobilizing people to understand the significance of the program but also directly contributing labor to ensure its rapid implementation, thereby creating absolute trust of the people in the Party and the State.

Under the leadership of the Standing Committee of the Muong Ang District Party Committee, Party committees and organizations at all levels in the district have effectively implemented Resolution No. 22 of the Central Committee (10th term) on "Improving the leadership capacity and fighting strength of grassroots Party organizations and the quality of cadres and Party members." The district has implemented comprehensive solutions in Party building, especially further promoting the role of the political nucleus at the grassroots level, leading the people to successfully carry out political tasks in the locality. Along with that, Muong Ang has consistently paid attention to the education and training of cadres and Party members. Through various activities and solutions, they have been helped to develop strong character and ideological stance, steadfastly adhering to the Party's goals and ideals, actively striving to improve in their studies and training, and successfully fulfilling their assigned tasks. Consciously adhering to and preserving moral qualities and lifestyles, and diligently implementing the Party Charter and the rules that Party members are not allowed to break, thereby contributing to enhancing the leadership capacity and fighting strength of Party organizations and Party members at the grassroots level.
